[O M' b d2f ML*d /2-) 8~PD Dear Mr. Carr Through the Freedom of Information Act, I am requesting all NRC. documents pertaining to the NRC staff investigation of former site Superintendent T.J. Perkins of the Nine Mile Point Unit 1 nuclear plant in the Town of Scriba, N.Y.

The investigation, reportedly prompted by a June 1, 1979 letter of complaint from a former plant employee, was documented by the NRC, according to commission spokesman Karl Abraham. The letter reportedly cited, among other charges, Perkins's alcoholic tendencies and subsequent "high-risk behavior" in the plan't's control room. Niagara Mohawk Power Corp. owns and operated the Oswego County nuclear facility.

On Dec. 15, 1980, Abraham refused to relay to me either the precise allegations or findings of the investigation. He suggested my only rem 41ning alternative for obtaining the relevant documents would be to file a request with your office.
