Dear Mr. Dunn:

On May 29,1980, the Commission published a proposed rule, a new paragraph 50.48 and Appendix R to 10 CFR Part 50, concerning fire orotection, which sets forth the minimum acceptable fire protection requirements necessary to' resolve contested areas of concern for nuclear power plants operating prior to January 1,1979.

We have reviewed all the information you have provided to date regarding your fire protection program. Several of the ~open items indicated in our l

Safety Evaluation Report issued June 6,1979 remain unresolved.

Enclosure l

1 presents, our position on modifications that would have to be made at l

your facility to resolve these open items, in a manner that would meet the requirements of the proposed Appendix R.

SUMMARY

OF STAFF REQUIREMENTS TO RESOLVE OPEN ITEMS 3.3-1, 3.3-2, 3.3-2, 3.3 a 3.3-5, 3.3-6 Fire Suceression - Various Plant Areas In the SER, we were concerned that in many areas a fire was not postulated that would produce the-most severe fire.

Such a postulated fire could damage safety-related equipment and/or cable conduit necessary for safe shutdown.

The licensee has not provided us with the necessary information for.us to complete our review and has not demonstrated that cables and equipment of redundant systems important to achieving safe. shutdown conditions are ensured such that at least one means of achieving such conditions survives postulated fires for the following areas:

3.3-1 Reactor Containment Cable Penetratien t'ea 2.

3.3-2 Auxiliary Feedwater System PT-1A 3.

3.3-3 Component Cooling Water Pumps PA-lF 4.

3.3-4 Residual Heat Removal Pump 5.

3.3-5 -Cable Spreading Area CS-1, CV-1, CV-2 6.

3.3-6 Cable Tunnel CV-3 To meet cur fire protection guidelines, alternate shutdown capability should be provided when safe shutdcwn cannot be ensured by barriers and detection and suppression systems because of the execsure of redundant safe shutdown equipment, cabling, or components in a single fire area to an exposure fire.

To meet Section III, Paragraph G of proposed Appendix R to 10 CFR Part 50, the licensee should provide alternate shutdown capacility fer the preceeding areas.

The alternate shutdown system shoulc meet the recuirements of Section III, Paragraph L of proposed Appendix R to 10 CFR Part 50.
