Dear Mr. Dunn:

By letter dated January 31, 1980, Duquesne Light Company provided information regarding the installation of smoke detectors in the walk through section of the vertical panels of the Control Room and the installation of a fire barrier to separate the Control Room from the adjacent kitchen area.

We have reviewed the smoke detectors design details and have determined that the proper design basis has been selected regarding their installation.

Initially, we found that the proposed fire barrier design for the kitchen area to be unacceptable. However, after discussions with your staff, it is our understanding that Duquesne Light Company has committed to modify the barrier design by protecting all openings and installing an automatic listed door closure, so that the barrier will qualify as a one-hour fire rated barrier. This modification will be completed prior to the plant returning to power operation. We have determined that this commitment to provide a one-hour fire barrier, as described above, is adequate and meets the recommendation of Section F(2) of.BTP APCSB 9.5-1, Appendix A.

Based on the above discussion, we conclude that Duquesne Light Company's proposed design basis regarding additional smoke detectors for the walk through section of the vertical panels of the Control Room and the one-hour fire rated barrier to be installed to separate the Control Room from the adjacent kitchen area before the plant returns to power operation meet our guidelines and, therefore, are acceptable.
