The Nuclear Regulatory Commission (tba Cmssion) has found that:

A.

The applications for amendments by Duq-e Lignt mpany, filed on behalf of itself, Ohio Edison Corrpan.y s..] Per' vania Power e

27, 1976, Company (the licensees) dated June 17,19tf February ll, 1977, September 29,1978, Decc 078, January 11, 1979 and February 21, 1979 on Fire Protecti 19,1979 on snubbers, and December 14, 1978 on chemical.

,, comply with the standards and requirements of the Atomic Ene-Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the applit

ions, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satir.ified.

Accordingly,' the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment.

Paragraph 2.C.(2) of Facility Operating License No. DPR-66 is hereby amended to read as follows:

. "(2) Technical Specifications The Technical Specifications contained in Appendices A and 8, as revised through Amendment No.18, are hereby incorporated in the license. The licensee sh'all operate the facility in accordance with the Technical Specifications."

Paragraph 2.C.(8) of Facility Operating License No. DPR-66 is added to read as follows:

"2.C.(8)

The licensee may proceed with and is required to complete the modifications identified in Table 1 of the Fire Protection Safety Evaluation Report for the Beaver Valley Power Station, Unit No.1 dated May 3,1979. These modifications shall be completed in accordance with the dates contained in Table 1.

In the event that these dates cannot be met, the licensee shall submit a repcrt explaining the circumstr.nces and propose a revise' schedule.

3.

This license amendment is ef fective as of the date of its issuance.

3.1.2 Chemical Releases Envi ronnen tal Moni toring Requi renent The licensee shdll document the type, amotnt, date, duration and location of any chemical discharge from the station to the receiving water, excluding discharges of chemicals f:on station laboratories, whenever such discharge is not in accor dance w' th tre respective description of operation presented and evaluated in the rES or subsequent NRC Environrental Impact Appraisals.

This monitoring n;ogram shall commence at initial attainment of normal operation of unit 1 subsequent to issuance of the operating license and shall continue until approval for termination or modi fication of this monitoring requirement is obtained from NPC as per Subsection 5.6.3.

Action The results of the Environm?ntal Monitoring Prcgrem above shall be reported in accordance win Subsection 5.6.1.

If the discharge of a chenical is greater than that addressed in the FES or subsequent NRC Environmental Impact Appraisals, a prompt report in accordance with Section 5.6.2.B shall be made and an evaluation of the environmental impact of the Ji > charge shall be incluied in the annual report.

Bases Documentation of unusually large or unevaluated chemical releases from t he station will enable the NRC to determine whether the facility is being operated, with respect to chemical use and discharge, in the manner consistent with the conclusions presented in the Environmental Statenent or subsequent environmental impact appraisals.

This program also is required by the NRC for evaluation of unusual occurrences revealed by other programs conducted under these ETS.

Exanples o f discharges con-trolled under the LMP are those due to acid cleaning of heat exchangers, primary containment dumps, and 6ccidental spills.

Spent chemical reagents from the chemical laboratories are not to be included in the reparting requirenent because of their small quantities and insignificant concentrations in the liquids released.
