ATTACHMENT TO LICENSEE EVENT REPORT NO. 80-005/03L-0

  • Wisconsin Electric Power Company Point Beach Nuclear Plant Unit 1 Docket No. 50-266 On April 17, 1980 during normal operation, a review of the site security logs revealed that on three occasions since February 11 the on-site fire brigade was below the minimum manning requirements. A Technical Specification change effective on February 11 raised the minimum number of fire brigade members frca four to five. For approximately eight hours on the following three days, March 14, 22, and April 13, there were only four designated fire brigade members. Although several qualified fire brigade members were on site and in the plant at the time, the failure to designate one such individual specifically for this purpose may be a violation of Technical Specification 15.6.2.2.f.

All three events occurred on day shift and all fell within a time period where there were more than the minimum number of qualified fire brigade members on site.

The event was caused by Operations personnel failing to designate another fire brigade member when notified by the guard force that they were unable to supply a fire brigade member. The guard force normally supplies one of the five fire brigade members. All Operations personnel have been reinstructed to insure proper designation and document of the.on-site fire brigade to prevent future occurrences.
