SUPPLEMENTARY INFORMAT'.ON Report No.: 50-302/79-092/03L-0 Facility: Crystal River Unit #3 Report Date: 17 October 1979 Occurrence Date: 25 September 1979 Identification of Occurrence:

Halon Recirculation Fans, FSF-1 and FSF-2 inoperable contrary to Technical Specificatio.1 3.7.11.3.

Conditions Prior to Occurrence:

Mode 1 Power Operatio (997.)

Description of Occurrence:

At 1032, it was reported that Halon Recirculation Fans FSF-1 and FSF-2 would not start during the performance of SP-501, Halon System Functional Test. Initial investigation revealed that the motor overloads were tripped. Subsequent functional testing could find no apparent cause for this event. FSF-1 and FSF-2 were re-turned to service following satisfactory completion of SP 501.

Designation of Apparent Cause:

Subsequent investigation has revealed that the cause of this event is attributed to improper design. It was determined that the motor overloads we e not adequate for fan operating characteristics.

Analysis of Occurrence:

No effect upon the plant or general public.

Corrective Action:

An engineering evaluation is being conducted to review this occurrence and provide appropriate corrective action.

Failure Data:

This is the first occurrence of the type reported.
