UPDATED FINAL SAFETY ANALYSIS REPORT, REVISION NO. 7 SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Pursuant to the requirements of 10CFR50. 71 ( e), Public Service Electric and Gas Company (PSE&G) hereby submits Revision No. 7 to the Salem Generating Station Updated Final Safety Analysis Report. In accordance with 10CFR50.4(b)(6), the signed original and ten (10) copies of the subject amendment are belng transmitted to the Document Control Desk, one copy is being sent directly to the Region I Administrator and one copy is being sent directly to the Salem Resident Inspector.

Revision No. 7 to the Salem UFSAR contains text, table and figure changes required to accurately reflect the current plant configuration. In addition, there .are corrections of typographical errors and general editorial changes. A brief summary and explanation for each change is provided in Attachment 1 to facilitate your review.

OF REVISION 7 CHANGES, ADDITIONS AND/OR MODIFICATIONS GENERAL NOTE: All piping and instrumentation diagrams which also represent UFSAR figures are annually updated. This process is accomplished by the use of a computer aided design system which assures the most current information is provided for the annual update.

1. 0-1 These changes reflect the Unit 1 power upgrade, T4.l-l which was submitted to NRC as LCR 85-09 and 4.4-5 approved by Amendment 71 to the Unit 1 4.4-13 Technical Specifications.

T4.4-2 T4.4-3 T5.l-l T5.l-l T5.2-3 T5.2-5 T5.2-7 T5.5-l 3.1-41 Changes to these sections provide an explicit 3.6 definition of high energy lines for Units 1 and

2. These changes also reflect the implementation of the MEBA modifications.

3.1-49 Revision provides greater clarity NOTE: The revision bar was inadvertantly omitted. The change on page 3.1-49 is the addition of the last sentence to paragraph 9.

3.5 The changes to this section reflect a design improvement of the low pressure main turbine discs.

3.5-11 The auxiliary feedwater pump low suction pressure 10.4-19 trip circuit was initially control grade but has recently been changed to safety grade.

3A-5,6 This information was formerly contained in 3A-ll,12 Chapter 17.2. Changing it to Chapter 3A 3A-15,16 consolidates Regulatory Guide information and 3A-17,18 facilitates alignment with the Hope Creek FSAR 3A-23,24 and the Standard Review Plan.

3A-27,28 3A-29,30 3A-41,42 3A-51,52 4.5-2A,B,C,D This change incorporates the Updated Reload Analysis Summary due to Cycle 7 reload redesign.

4.5-3A,B,C,D,E This change incorporates the Updated Reload Analysis Summary for Cycle 4.

4.5-3F,G,H This change Updates the Radial Peaking Factor Limit Report form Cycle 3 to Cycle 4.

5.2-49,50 Revision includes information submitted to the 5.2-53 thru 58 NRC in Nuclear Fuels Report NFU-060 on the PTS 5.2-75 rule and includes a revised capsule surveillance T5.2-3 schedule.

T5.2-5 T5.2-7 T5.2-30,31,32 F5.2-18 F5.2-21 5.4-15 thru 12 The information modified in section 5.4.3.2 and 5.4-15,16 5.4.3.3 reflects current Westinghouse analytical measurement methods. This revision adds sections 5.4.3.4, entitled Neutron Dosimetry, and section 5.4.3.5 entitled Vessel Fluence Calculation for Fracture Toughness Determination, in response to the final rule on PTS.

5.4-74,75 Updated Table 15.4-12 to include currently used Tl5.4-12 bounding values by Westinghouse. Revised text in the description of the RCCA ejection accident accordingly.

5.5-25,26 The first change revises the pressure value which is in agreement with current operating procedures and is more conservative than the original value. The second change corrects a typographical error.

5.5-29 This change reflects the recent upgrade of the RHR sump pumps.

5.5-30 Revised for clarity.

5.5-31,32 Number 3 - This change reflects current station operating procedures and adds an additional safety margin to prevent inadvertent RHR operation.

Numbers 4,5,6 Revisions provide greater clarity and to reflect existing station configuration.

5.5-38 Same as above.

5.5-43 Number 4 - Corrects typographical error.

T5.5-2 Revision clarifies the fact that the RHR pump malfunction is actually a motor operated valve (on pump suction) and not a manual valve.

6.3-7 The revision provides clarification that Salem 6.3-38 design bases requires each RHR pump to be capable of delivering water to each of the four cold legs. Also, corrects section 6.3-38 in that there are only two RHR hot leg connections.

6.3-8 This revision provides greater clarification and does not change the intent of the paragraph.

6.3-17 Corrects the spelling of "COLMONOY".

6.3-19 Provides consistency with current plant 6.3-20 configuration.

6.3-26 Corrects typographical error.

6.3-39 Revision clarifies the RHR flow paths. This clarification is provided in accordance with the direction provided in I&E Info Notice 87-01.

6.3-39a,40 Corrects typographical error.

6.3-42 Corrects typographical error.

6.3-47 The 11 and 12RH19 valves are deleted from the list of examples of valves in redundant f lowpaths because they are actually in a common flow path.

6.3-48 This paragraph is deleted because pressure is the sole criteria used to terminate or re-establish the miniflow valves.

The second change corrects a typographical error.

6.3-49 Provides additional clarification for consistency with existing plant configuration.

6.3-51 Corrects a typographical error.

6.3-63 Corrects title to be consistent with current terminology.

T6.3-4 Removes a redundant line and corrects a T6.3-5 typographical error. Added an additional step T6.3-6(sh.l) which corresponds to Station operating procedures and clarifies recirc. operation.

T6.3-12 T6.3-13 This flow change is consistent with the SI pump design documents and with UFSAR Table 6.3-5.

8.2-3 A paragraph has been added to describe the operation of the Artificial Island units during the Hope Creek-Keeney 500kV line outage.

T9.2-4 Revision reflects that all tube material in the component cooling heat exchangers is now composed of titanium.

9.5-31,32,33 Corrects typographical errors.

10.4-17 Revision indicates that the inoperable Byron Jackson 22 auxiliary feedwater pump has been replaced with an Ingersoll-Rand pump of slightly different rating.

10.4-18 Revision reflects that isolation of GB4 and 8894 valves occurs only on automatic starting motor driven auxiliary feedwater pumps. Also, automatic starting of pumps can occur as long as REMOTE-LOCAL MANUAL switch is in the REMOTE position; AUTO mode at the control console does not exist.

10.4-20 Revision corrects the description of the auxiliary f eedwater storage tank level indication which incorrectly stated a "below tech spec" alarm. Redundancy in the system to meet the requirements of NUREG-0737 which installed via design change packages 1EC0763/2EC0762 was not previously reflected in the UFSAR.

11.4-15,16 Revision to reflects the requirements of NUREG-0737, II.F.l.

12.1-8 This revision removes information that pertains 12.1-9 to the by-product license and inserts material Tl2.3-l consistent with that found in the operating Tl2.3-2 license.

12.1-10 Editorial changes only; the sections were 12.1-11 renumbered for consistency.

12.3-3 Shifts and reorganizes information to improve 12.3-3a, 3b, 3c clarity and readiability.

12.3-4 12.3-5 12.4-1 This rev1s1on creates an ALARA section to provide greater emphasis on the ALARA concept which is consistent with the current operating philosophy.

13.1-1 Changed to reflect the recent creation of Public 13.1-2 Service Enterprise Group, the recent promotion 13.l-2a of the Vice President - Nuclear to the Senior 13.1-3 Vice President - Nuclear Operations. Also, the 13.1-10 Assistant General Manager - Salem Operations has Fl3.l-l thru been removed from the line management.

Fl3.l-10 13.1-5 Revision reflects recent organizational 13.1-6 changes.

13.1-7 13.1-8 13.1-9 This Revision includes the recently created position of Assistant to the Senior Vice President - Nuclear.

13.1-8 Editorial and typographical changes.

13.4-2 13.5-1 Updated to reflect that I&C is now a group within the Maintenance Department. Consequently, the I&C Department Manual has been deleted and all I&C procedures have been incorporated into the Maintenance Department Manual.

15.1-10,lOa Revision includes revised "Most Negative Doppler 15.1-25 Curve". The affected accidents which were Tl5.l-2 (sh.2) evaluated using the revised curve were annotated Tl5.l-2 (sh.4) with the appropriate remark indicating the referenced report.

15.2-8 15.2-31 15.2-46 15.2-49 15.2-62 15.3-11 15.3-21 15.4-56 17.2-6 The dates, endorse documents and any exceptions 17.2-9 or clarifications to the regulatory guides have 17.2-10 been deleted from Chapter 17 and moved to Section 17.2-11 3A for clarity and consistency.

17.2-14 This revision clarifies that the course outlines are not contained in the manual, as previously stated, but are held in a separate file for convenience of revision.

17.2-15 This revision reflects the fact that maintenance and betterment work is now given to many contractors in small packages, rather than to a single contractor. Also, updated the list of departments which NQA provides training since the Nuclear Department no longer utilizes some of the organizations previously listed.

17.2-25 Revised to indicate that suppliers holding an ASME certificate are excluded from the required QA program acceptance review, however, their certificate will continue to be verified as current. This change is consistent with the guidance contained in IE Information Notice No. 86-21.

17.2-27 This revision reflects the transfer of responsibility for the preparation of welding, brazing, heat treating and NDE specifications from E&PB to Nuclear Services Department.

Additionally, in accordance with the guidance contained in IE Information Notice 86-21, suppliers holding an ASME certificate are excluded from the required QA Program acceptance review.

17.2-30 Revised to reflect the change of responsibility from Engineering Department (E&PB) to the Station System Engineer. The physical verification may not be accomplished due to the item being inaccessible after assembly or for ALARA considerations. In this case a test or inspection may establish satisfactory completion of the nonconformance with review of documentation required to close the report.

Fl7.2-l Updated to reflect the recent promotion of Vice Fl7.2-2 President - Nuclear and adds the newly hired Vice Fl7.2-3 President - Nuclear Operations.

A-10 Revision provides information on completion of the evaluation performed for PSE&G by EDS-Impell Corporation.

A-69 Updated to reflect the combination of the SRO and STA training programs.
