FOLLOW-UP RESPONSE TO NRC BULLETIN 88 THERMAL STRESSES IN PIPING CONNECTED TO REACTOR COOLANT SYSTEMS (TAC NO 69663)

By letter dated September 19; 1988, Consumers Power Company provided the required initial response to the subject Bulletin. In our response we in-fbrmed the NRC of the completion of requested action 1 and provided our plan and schedule for the completion of requested actions 2 and 3. As required by the Bulletin, this submittal confirms the completion of requested actions 2 and 3 and describes the actions taken.

In our initial response we identified a section of the pressurizer auxiliary

  • spray piping as potentially being susceptible to the concerns of the Bulletin.

As previously committed we have performed ultrasonic and dye penetrant testing of the piping. The examinat.ions did not reveal any rejectable .indications.

We have also completed an analysis of the piping to determine if it could be subject to combined cyclic and static stresses that could cause fatigue failure during the remaining life of the Palisades Plant. ~

The analysis concluded that no fatigue failure concern exists'for at least 30 years. Given this conclusion, the auxiliary spray pipinfis not subject to combined cyclic and static thermal and other stress which c , ld cause fatigue failure during the remaining life of the plant. Consequently no further plans are proposed to implement additional programs to assure int~grity of the reactor coolant pressure boundary other than the Inservice Inspection Program presently in place. Periodic NDE of the auxiliary spray piping has been added to the program to be performed on a five year frequency.

As a result of NRC issuance of supplement 3 to the Bulletin, the applications for which split disc gate valves are used at Palisades were reviewed. This review determined there are no split disc gate valves contained in unisolable sections of piping from the reactor coolant pressure boundary that could subject the piping to thermal stratification as discussed in the supplement.
