The purpose of this submittal is to fulfill commitments associated with each project as stated in Consumers Power Company submittals dated September 16, 1983 and September 13, 1983.

Safety Parameter Display System In accordance with Supplement 1 to NUREG-0737, the SPDS will provide a concise display of critical plant variables to the control room operators to aid them in rapidly and reliably determining the safety status of the plant.

The SPDS display augments the Critical Function Monitoring System (CFMS). The SPDS and CFMS are complimentary systems. Each is described in Attachment 2.

With the exception of a dedicated display in the control room, the SPDS will be fully operational and operators trained by December 1985. The capability will exist, by December 1985, to display SPDS parameters in the control room through a CRT which is not dedicated to display of SPDS parameters (the CRT will be shared with the CFMS). A CRT dedicated to the display of SPDS parameters will be added to the control room before startup from the next refueling outage.

Regulatory Guide 1.97 Consumers Power Company's submittal dated September 13, 1983 committed to provide a detailed list of CFMS variables which will be available by data-link to the Technical Support Center, Emergency Operations Facility and General Office Control Center. This commitment was made in response to Sections 6.1.c and 6.1.d of Supplement 1 to NUREG-0737 to fulfill the need of making appropriate Regulatory Guide 1.97 variables available to appropriate Emergency OC0684-0020A-NL02

DMCrutchfield, Chief 2 Palisades Plant SUPPLEMENT 1 TO NUREG-0737 July 31, 1984 Response Facilities. Attachment 3 provides the list of variables. CFMS variables will be available by May 1985. This schedule is consistent with the operability and turnover of CFMS to the Plant Operations Department.

Consumers Power Company submittal dated September 16, 1983 provides additional response regarding Regulatory Guide 1.97. In summary, the CFMS is considered an enhancement to the Emergency Response Facilities.

Conclusion Attachment 1 provides a summary of Milestone Commitments on Supplement 1 to NUREG - 0737. The Attachment was last submitted June 29, 1984 and is revised to reflect completion of SPDS Milestone Commitments.
