consumers Power company General Offices: 212 West Michigan Avenue, Jackson, Ml 49201 * (517) 788-0550 April 14, 1983 Dennis M Crutchfield, Chief Operating Reactor Branch No 5 Nuclear Reactor Regulation US Nuclear Regulatory Conrrnission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO GENERIC LETTER 82 SUPPLEMENT 1 TO NUREG-0737 NRC Generic Letter 82-33 and its Enclosure Supplement 1 to NUREG-0737 "Requirements for Emergency Response Capability" dated December 17, 1982 requested that Consumers Power Company furnish no later than April 15, 1983 a proposed schedule for completing each of the basic requirements for the initiatives on emergency response capability identified in Supplement 1 to NUREG-0737. The NRC also requested that we submit a description of our plans for phased implementation and integration for each of the emergency response activities. Our integrated program plan for accomplishing these requests is attached. The program plan contains all information requested by the NRC during the regional workshops on Supplement 1 to NUREG-0737.

In developing this plan, Consumers Power Company assumed that it could rely on the "good-faith efforts" made to date for completing requirements of the Safety Parameter Display System, Control Room Design Review, Emergency Operating Procedures and Emergency Response Facilities. Further assumptions are discussed in Section 1 of the attached plan. The current status of each of the initiatives is identified in Section 2 of the plan. The implementa-tion, the remaining workscope, the completion and the integration of related activities between initiatives are described in Section 3. Also described in Section 3 is the integration plan for Consumers Power Company's training and verification and validation programs.

Section 4.0 contains the milestone schedule for completion of the initiatives.ADr.>~

DMCrutchfield, Chief 2 Palisades Plant RESPONSE TO GENERIC LETTER 82-33 April 14, 1983 Because we have completed the installation of a CE designed Critical Functions Monitoring System at Palisades Plant we do not anticipate the need for a pre-implementation Safety Parameter Display System (SPDS) review by the staff.

We are looking forward to reviewing our Program Plan in detail with the NRC Palisades Plant Project Manager.
