UPDATE TO LICENSE AMENDMENT REQUEST-INVERTER ALLOWED OUTAGE TIME (AOT} EXTENSION By letter dated November 9, 2023 [Agencywide Documents Access and Management System (ADAMS) Accession No. ML23317A224], Dominion Energy South Carolina, Inc.
(DESC) submitted a license amendment request (LAR) for Virgil C. Summer Nuclear Station (VCSNS) Unit 1. The purpose of the request was to modify VCSNS Technical Specification (TS) Limiting Condition for Operations (LCO) 3.8.3.1, Action C, concerning inoperable Alternating Current (AC.) Inverters, which are addressed in TS Section 3/4.8.3, Onsite Power Distribution.
A call was held with the NRC on May 29, 2024 to provide clarifying information concerning the alternate A.C. power source for the vital AC. instrument buses APN5901, 2, 3 and 4-EV. During the discussion, two questions were discussed concerning whether the alternate source was regulated or non-regulated and whether the source of power was from Balance of Plant (BOP) or Engineered Safety Feature (ESF). After further review, DESC determined that the information provided was overly specific and a correction to the last paragraph on page 4 of 29 of the LAR submittal is necessary to clarify this detail.
