Energy Serial No.24-089 VCS LIC/HK Rev 0 Docket No. 50-395 License No. NPF-12 Dominion Energy South Carolina, Inc. (DESC) is submitting this Special Report pursuant to the requirements of its Offsite Dose Calculation Manual (ODCM) and Technical Specifications (TS).

ODCM 1.2.5.1 Action a and TS 3.3.3.9 Action b require submittal of the Special Report, pursuant to TS 6.9.2, for inoperability of the Gaseous Radwaste Treatment System and its Explosive Gas Monitoring Instrumentation.

The Gaseous Radwaste Treatment System was declared inoperable on January 1, 2024, due to the 'A' Recombiner tripping during system restart. The 'A' Recombiner tripping is suspected to be a result of low oxygen flow and is being investigated as referenced in Condition Report CR1247222. This investigation has required the system to be tagged out and the valves in the oxygen line to be disassembled. With no flow through the system the gaseous analyzers cannot be calibrated, preventing their prompt restoration. While restoration of the system is targeted for completion as soon as is practicable, VCSNS will restore the system no later than May 29, 2024. If additional time is required, VCSNS will provide an update to this Special Report.
