By letter dated June 8, 2023 (Agencywide Document Access and Management System Package Accession No. ML23159A233), Dominion Energy South Carolina, Inc. (DESC),

submitted a license amendment request (LAR) regarding a revision to the emergency plan for Virgil C. Summer Nuclear Station (VCSNS) Unit 1.

By letter dated March 26, 2024 (ADAMS Accession No. ML24087A218), DESC provided supplemental information in response to a request for additional information (RAI) from the NRC. Based on clarifying discussion with the NRC, DESC has decided to supplement the response to question RAI-1.

This attachment provides DESCs supplemental responses to the RAI.

Background===

Question RAI-1 from the NRCs RAI dated March 1, 2024 (ML24061A189) requested clarification on how the Shift Manager will be relieved of either the Shift Manager or Emergency Director functions (command and control) within 60 minutes of an alert or higher classification. DESC provided a response to RAI-1 by letter dated March 26, 2024 (ADAMS Accession No. ML24087A218).

The NRC reviewer requested additional clarification on RAI-1 regarding how the additional responsibilities for oversight of the 60-minute RP and Maintenance responders will be handled during the time between 60 and 90 minutes, to allow the Shift Manager to focus on emergency functions.

Dominion Supplemental Response to RAI-1 DESC proposes to amend its RAI-1 response related to performance of the oversight function for responders augmented at 60-minutes.

The Dose Assessment Team Leader, who is already identified as a 60-minute responder, will provide oversight of on-shift and augmented 60-minute RP Technicians.

DESC also proposes to revise Table B-1a of the VCSNS Emergency Plan to assign the OSC Director position as a 60-minute responder instead of a 90-minute responder. This will allow the OSC Director to provide oversight of the 60-minute Mechanical and Electrical Maintenance responders.

These positions will provide additional support to the Shift Manager during the period between 60 and 90 minutes after an event, until augmented by the Technical Support Center (TSC) Station Emergency Manager and Technical Support Manager in the Corporate Emergency Response Center (CERC). revised Table B-1a and Figure B-1b showing these changes are included in Attachments 2 and 3, respectively.
