Resolution of TMI Action Plan Item II.K.3.5, "Automatic Trip of Reactor Coolant Pumps", doted February 8, l983 Florida Power 8 Light Company is a member of the C-E Owners Group. In accordance with guidance provided in the referenced NRC letter, the C-E Owners, Group has selected an operational strategy which will close out TMI Action Plan Item II.K.3.5,. "Automatic Trip of Reactor Coolant Pumps" for participating utilities.

Following a current review of several possible strategies, the strategy chosen is to trip two pumps initially followed by the trip of the remaining two pumps at the time a LOCA has been diagnosed. The "trip two> leave two" strategy has been discussed in the post as a preferred approach. Based on the cvrrently available information, it remains the preference of C-E, the C-E Owners Group, and Florida Power 8 Light Company. A program is being developed whose goal will be to provide information which both meets the NRC guidelines stated in the reference letter and provides the operational requirements for participating utilities to use in developing emergency operating procedures and conducting training. The expectation is that the selected operational strategy for the RCPs will make vse of manual operator actions. The operational strategy currently in vse on St. Lucie Unit I is to trip all RCPs during the initial phase of o depressurization transient followed by pump restart when it is confirmed that the event is not a LOCA. This strategy will remain in effect until replaced by tne new approach which will be implemented when supported by appropriate documentation ond operator training.

Florida Power & Light Company is actively participating in the development of the C-E Owners Group Proaram. We believe the resolution of the RCP operational strategy issue fo be of considerable importance in enhancing plant operational safety. The C-E Owners Group expects to have its proaram for addressing this issue finalized in May I 983. Based on this expectation, results should be available in the PDR ADOCK

We intend to provide a description of the C-E Owners Group program and a schedule for completion of plant-specific activities by July I, l983. Plant-specific activities include factoring the results of the C-E Owners Group program into the St. Lucie Unit I operator training and emergency operating procedures.
