ATTACHMENT Re: St. Luci e Uni t 1 Docket No. 50-335 IE Ins ection Report 81-18 Finding:

Technical Specification 3.7. 12.a requires that when all electrical penetration fi re bar ri ers protecting safety-rel ated areas are not intact, a fi re watch patrol must be established within one hour to inspect at least one side of the penetration(s).

Contrary to the above, fire barriers were not intact and a fire watch patrol was not provided on August 5, 1981 when several penetr ations in the cable spreading/switchgear rooms were found open.

Response

1. FPL concurs with the finding.
2. This problem occur red because backfit contractor personnel did not observe the plant fire barrier policy.
3. As corrective action, the fire barriers were installed upon notification by the site NRC inspector on August 5, 1981.
4. To prevent future problems, the backfit contractor has issued a backf'it procedure regarding fire barrier removal and restoration.

Finding:

Technical Specification 6.8.1(a) requires that written procedures shall be established, implemented and maintained covering the appplicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, November 1972.

Contrary to the above, Health Physics Procedure HP-20, Radiation and Contamination Surveys, was not implemented in that, on August 3, 1981, a person was observed exiting the radiation controlled area at door 455 without attempting to "Frisk" for contamination. The inspector also found the frisker to be inoperable.

Response

1. FPL concurs with the finding.
2. The individual in question was not knowledgeable of Procedure HP-20 as it pertained to exiting through door 455.
3. As corrective action, door f55 has been removed from normal service.
4. To prevent future problems, the individual concerned was counseled on the importance of frisking upon leaving a radiation controlled area. This information is covered in the Health Physics indoctrination and retra i ni ng prog r am.
5. Full compliance was achieved on September 28, 1981.
