RESPONSE TO USNRC I & E INSPECTION REPORT 80-10

As required by Criterion V of Appendix B to 10 CFR 50 and as implemented by Section 5.0 of the FPL Topical guality Assurance Report, "Activities affecting quality shall be prescribed by documented instructions, procedures, drawings... and shall be accomplished in accordance with these instructions, procedures and drawings". Paragraph 5.4.3.1 of FP8L procedure gI 9 PR/PSL-2, the implementing guality Instruction for the control of NDE, and paragraph 8 of ASNT SNT-TC-lA require a yearly eye examination for NDE personnel.

Contrary to the above, on April ll, 1980 NDE rt,cords revealed that for the site Level III examiner, an eye examination had not been administered within the required yearly time frame.

~Res ense:

1. The Level III examiner has satisfactorily passed his eye examination.
2. All affected personnel have been reminded of the need for yearly vision tests and given a recertification schedule for the current year.
