Re: St, Lucie Unit 1 Docket No. 50-335 RTD Res onse Time Testin In accordance with our letter of Hay 19, 1978 (L-78-180) and the safety evaluation by the Office of Nuclear Reactor Regulation supporting Amendment 27 to Facility Operating License DPR-67 (paragraphs 10.5 and 10.6), we have initiated a verification program for the Loop Current Step Response (LCSR) technique for measuring Pesistance Temperature Detector (RTD) response time, and we have conducted additional LCSR surveillance testing of all safety-related RTD's in the Reactor Protection System (RPS). The purpose of this letter is to give the status of the verification program and surveillance testing.

Four safety-related RTD's that were LCSR tested during Cycle 1 were removed during the Cycle 2 refueling outage and replaced with 4 spare RTD's. Four new RTD's have been ordered; however, due to long procurement lead times, they have not yet been received. Receipt of the new RTD's and thermowells is expected in Harch, 1979. Our consultant will then begin testing the 4 new and 4 used RTD's. Testing is expected to take about two months, therefore, our test report should be submitted in Hay or June of 1979.

The first Cycle 2 LCSR test of safety-related RTD's in the RPS has been completed. The data is be'.ng analyzed and wo plan to forward a r port to your office by December 31, 1978. A second LCSR test of the same RTD's will be performed before the end of Cycle 2 and the data will be compared with that of the first (baseline) test.

We will continue to keep you informed of the status of our LCSR verification program and RTD surveillance testing.
