SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2, CLOSURE OF ISSUE FOUND DURING 2014 REGULATORY COMMITMENT AUDIT (CAC NOS. MF6472 AND MF6473)

The U.S. Nuclear Regulatory Commission (NRC) Office of Nuclear Reactor Regulation has instructed its staff to perform an audit of licensees commitment management programs to determine whether the licensees programs are consistent with industry guidance in the Nuclear Energy Institute (NEI) document NEI 99-04, Guidelines for Managing NRC Commitment Changes,1 and that regulatory commitments are being effectively implemented. The previous audit of the Susquehanna Nuclear, LLC (the licensee) commitment management program for the Susquehanna Steam Electric Station (SSES) was documented in the NRC staffs commitment audit report issued by letter dated April 6, 2015.2 During the previous audit, the NRC staff reviewed a change to a commitment outlined in Commitment Change No. LDCN 4994, which was submitted to the NRC by letter dated October 4, 2012.3 The commitment is associated with the SSES license amendment request for an Extended Power Uprate (EPU). As stated in Table 2, Item 2, of the NRC staffs commitment audit report, the review of this commitment continued after the report was issued. The results of this review are outlined below.

The license amendment approving the EPU for SSES was issued by letter dated January 30, 2008.4 As a part of EPU modifications, the licensee replaced its original steam dryers. By letter dated July 31, 2007,5 the licensee responded to a request for additional information regarding justification for the weld factors used on the SSES steam dryers, committing to perform a liquid penetrant test (PT) on the root pass and final weld pass on various welds on the dryer vane banks. However, in separate correspondence to the licensee, General Electric (GE) identified that the fabricator of the replacement steam dryers missed performing the liquid penetrant test 1

on the root pass of some steam dryer welds. This was documented in a GE report with a commitment to provide a stress reconciliation report for those welds with missed root pass PT inspections. Based on the issue identified by GE, SSES Commitment Change No. LDCN 4994 changed the commitment to perform the PT that was previously submitted to the NRC by letter dated July 31, 2007. The change summary to LDCN 4994 states, in part, that:

The steam dryers have already been constructed, installed and in operation. It is not possible to perform a PT on the root pass of the welds. Therefore, an alternate justification for the weld factors is required. GE will provide PPL with a stress reconciliation report, which will justify the use of the welds without performing a PT on the root pass of the welds.

GE has since provided the stress reconciliation report to the licensee. The licensee completed this commitment with an evaluation of steam dryer stresses at these welds based on a conservative penalty applied to the weld stress concentration factors for those locations. The NRC staff has completed its review of the licensees evaluation and has no issues with respect to the licensees management and implementation of the commitment.

This memorandum completes the NRC staffs review of Commitment Change No. LDCN 4994 and closes the open item documented in Table 2 of the NRC staffs commitment audit report.

The NRC staffs review associated with CAC Nos. MF6472 and MF6473 is complete.
