The attached draft request for additional information (RAI) was transmitted to Mr. Jason Jennings of Susquehanna Nuclear, LLC (the licensee) on November 4, 2015. This information was transmitted in order to clarify the licensees relief request for Susquehanna Steam Electric Station, Units 1 and 2 (SSES), dated August 6, 2015, (Agencywide Documents Access and Management System (ADAMS) Accession Number ML15233A089).
The licensee requested that the NRC authorize relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) pertaining to the examination coverage of the welds. The proposed relief requests are associated with the Third 10-Year lnservice Inspection (ISI) Interval.
This memorandum and the attachment do not convey or represent an NRC staff position regarding the licensee's request. The specific RAI question was discussed in a conference call between the NRC staff and the licensee on November 5, 2015.

Nuclear Regulatory Commission (NRC) to authorize relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code).
The proposed relief requests are associated with the Third 10-Year lnservice Inspection (ISI)
Interval. The relief requests pertain to the examination coverage of the welds at the Susquehanna Steam Electric Station, Units 1 and 2 (SSES).
The NRC staff determined that the licensees relief request (3RR-19, 3RR-20, and 3RR-21) and basis for relief that supports the change requested did not include sufficient detail to enable the NRC staff to make an independent assessment regarding the acceptability of the proposal in terms of regulatory requirements and the protection of public health and safety. The NRC requested supplemental information, dated July 10, 2015,3 to complete its review. In response to the NRC request, the licensee replaced the May 28, 2015 submittal in its entirety with letter submittal dated August 06, 20154.
The NRC staff determined that the following additional information is required in order for the NRC staff to evaluate the relief requests in its safety evaluation.
RAI 1
In relief request 3RR-20, the achieved examination coverage for weld DG-DH is 7.7% for SSES, Unit 1, during the third ten-year ISI interval. The staff notes that the DG-DH achieved examination coverage is 23.7% for both units for all previous ten-year ISI intervals for this weld. Please explain why the achieved examination coverage decreased from 23.7% to 7.7% for weld DG-DH for SSES, Unit 1, during the third ten-year ISI interval.

2 PPL Susquehanna, LLC submitted this Relief Request. However, on June 1, 2014 the NRC staff issued an amendment changing the name of the licensee for the Susquehanna Steam Electric Station, Units 1 and 2, from PPL Susquehanna, LLC, to Susquehanna Nuclear, LLC.
