The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Operations, Inc., (Entergy or the applicant) held a telephone conference call on August 21, 2014, to discuss Request for Additional Information (RAI) Set 51, pertaining to the Grand Gulf license renewal application (LRA). The telephone conference call was useful in discussing the issues surrounding the RAIs. provides a listing of the participants and Enclosure 2 contains a summary of the discussion.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF TELEPHONE CONFERENCE CALL FOR RAI SET 51 PERTAINING TO THE GRAND GULF LICENSE RENEWAL APPLICATION August 21, 2014 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Operations, Inc., (Entergy or the applicant) held a telephone conference call on August 21, 2014, to discuss Request for Additional Information (RAI) Set 51, pertaining to the Grand Gulf license renewal application (LRA). The telephone conference call was useful in discussing the issues surrounding the RAIs.

Discussion The staff and the applicant discussed clarifications to Issue #1 and Request #1 of RAI 3.0.3-2a regarding inspections of redundant trains for internal coating integrity degradation. The staff and the applicant agreed that:

  • Redundant trains do not always have identical coatings installed to the same requirements.
  • Redundant trains could operate with differing operating conditions due to factors such as flow distributions within headers.
  • Turbulent conditions may have differing impacts in redundant trains due to localized differences in configuration (e.g., distance away from a control valve).

The staffs concern is that as such, a proposal to inspect one trainbut not the redundant trainsduring a given inspection interval lacks sufficient justification to show that the current licensing basis intended function(s) of in-scope components will be met in the case of the other trains.

Both also agreed that the intent of the request is to request additional justification as to why inspection results on one train are sufficiently representative of the coating condition on redundant train(s) such that it is acceptable to extend the inspection interval for the redundant train(s) when no indications are found during the inspection of the initial train.

The staff agreed to modify the RAI text to clarify this intended meaning.

The applicant also indicated it would suggest some other editorial clarifications to the other RAIs in Set 51, and the staff agreed to evaluate them for inclusion into the RAI set.

Finally, the staff and the applicant agreed that a response to RAI Set 51 within 60 days from the date of issuance was an acceptable timeframe.
