OF TELEPHONE CONFERENCE CALL FOR RAI 3.0.5-1E PERTAINING TO THE GRAND GULF LICENSE RENEWAL APPLICATION June 18, 2014 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Operations, Inc., (Entergy or the applicant) held a telephone conference call on June 18, 2014, to discuss Request for Additional Information (RAI) 3.0.5-1e, pertaining to the Grand Gulf license renewal application (LRA). The telephone conference call was useful in discussing the issues surrounding the RAI.

Discussion The staff and the applicant discussed RAI 3.0.5-1e, Operating Experience Program follow-up.

The staff discussed its concerns as expressed in LR-ISG-2011-05, Ongoing Review of Operating Experience. The staff is concerned that the current industry reporting criteria from Institute of Nuclear Power Operations (INPO)12-009 INPO Consolidated Event System, are not comprehensive because they are either not specific to aging or only cover limited situations of aging effects (e.g., age-related degradation of underground piping). For these reasons, the staff, in LR-ISG-2011-05, recommends that applicants establish guidelines for reporting their age-related operating experience with better specificity. The staff is also concerned that the additional information and examples provided in the applicants response to RAI 3.0.5-1c do not indicate that the applicant has any reporting criteria that go beyond the criteria in INPO 12-009.

After discussing the applicants current approach and participation in a recently-organized INPO/NEI working group, the staff has agreed to not issue the RAI in its current form at this time; consideration of the issues and whether the applicants approach is sufficient to resolve staff concerns will, however, remain under staff review.
