SUMMARY

OF MAY 22, 2014, MEETING BETWEEN REPRESENTATIVES OF THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY OPERATIONS, INC. TO DISCUSS THE FLOODING ANALYSIS ASSOCIATED WITH GRAND GULF NUCLEAR STATION UNIT 1 (TAC NO. MF1102)

On May 22, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 2 public meeting with Entergy Operations, Inc. (Entergy, the licensee) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14139A548) to discuss the flooding hazard reevaluation (FHR) for Grand Gulf Nuclear Station, Unit 1 (GGNS). The meeting was held via a webinar and teleconference. The participants in the meeting included the following individuals:

  • NRC contractor (PNNL) - Lance Vail, Rajiv Prasad, Nancy Kohn, Stephen Breithaupt, Lyle Hibler, and Phil Meyer
  • NRC contractor (ORNL) - Ellen Smith, Dave Watson, and Greg Zimmerman
  • NRC contractor (ANL) - John Quinn and Matt Bizjack
  • Entergy - Bryan Ford, Steve Saunders, Don Bentley, Jeff Seiter, Tori Robinson, Fred Hopkins
  • Entergy contractor (AREVA) - Cindy Fasano, Frank Bellini, Carrington Dillon, Dan Brown
  • Entergy contractor (GZA) - Dave Leone, Kenneth Hunu
  • Public - Jeffrey Oskamp (RIZZO Associates), Jemie Dababneh (RIZZO Associates), Scott Maze (PG&E), Dan Yoder (PG&E), Brenda Dooher (PG&E),

Charlotte Geiger (PSEG), Mark Moenssens (Westinghouse)

By letter dated March 11, 2013, (ADAMS Accession No. ML13071A457) Entergy submitted a response to the NRCs March 12, 2012, request for information (ADAMS Accession No. ML12073A348) for GGNS which included the FHR. The purpose of the meeting was to discuss the licensees FHR.

The meeting discussed the local intense precipitation (LIP) analysis provided in the GGNS submittal. The NRC staff provided a presentation (ADAMS Accession No. ML14142A041) on observations from their review of the GGNS LIP analysis. The staffs presentation noted that the LIP analysis provided by Entergy did not appear to adequately account for precipitation that fell onto roofs during a potential LIP event. The licensee acknowledged that their analysis may not have adequately accounted for rain that fell onto roofs and were assessing the impact. The staff also noted that the GGNS LIP analysis did not seem to account for culvert blockage consistent with the description of the analysis provided in the licensees March 11, 2013 submittal. The licensee stated that the staffs observations have been entered into the GGNS corrective actions program and that they would provide a schedule to the NRC within two weeks of the meeting on when they would provide a response to the staffs observations.
