November 18, 1982 Docket No. 50-206 LS05-82-11-061 Mr. R. Dietch, Vice President Nuclear Engineering and Operations Southern California.Edison Company 2244 Walnut Grove Avenue Post Office Box 800 Rosemead, California 91770

Dear Mr. Dietch:

SUBJECT:

FIRE PROTECTION - SAFE SHUTDOWN CAPABILITY San Onofre Nuclear Generating Station, Unit No. 1 By letter dated June 30, 1982, you provided the results of your evaluation of the design of San Onofre.Unit No. 1 regarding compliance with Section III.G of Appendix R to 10 CFR Part 50.

Your letter identified a large number of areas in the plant which require modifications to meet the requirements of Appendix R and provided the conceptual design for these modifi cations. The modifications range from rerouting cables' and installing fire barriers to the installation of a new auxiliary feedwater pump.

The NRC staff has completed the evaluation of your conceptual design of the safe shutdown capability for San Onofre Unit No. 1.

Because of the extensive modifications proposed, your design was evaluated against the requirements of both Sections III.G and III.L of Appendix R. Based on this review, we find that your conceptual design of.the alternative shutdown capability for the control room and cable spreading room complies with the require ments of Sections III.G and III.L of Appendix R pending resolution of our concern regarding high/low pressure interfaces in the fi al design as discussed in the enclosed safety evaluation report.

We request that you forward your final design for our review to confirm resolution of the above cited concerns. Our review of the final design will also include considerations regarding auxiliary feedwater system reliability, auxiliary feedwater system initiation and flow indication, and related issues.
