Dear Mr. Drake:

The Commission has issued the enclosed Amendment No.4*to Provisional Operating License No. DPR-13 for the-San Onofre Nuclear Generating Station, Unit No. 1. This amendment consists-of changes to the Appendix A Technical Specifications for fire protection systems developed subsequent to issuance of Amendment No. 31 on March 8, 1978. The attached Safety,Evaluation addresses your May 1978 submittal received on June 8, 1978, with an undated letter responding to our March 16, 1978 letter, in addition to your submittals dated May 19, July 3, October 18 and 30, 1978, December]1, 1978, January 11, 1979,.and January.15, 1979, and our observations at the San Onofre Nuclear Generating.Station during the week of July 10-13,,1978, and on October 19, 1978.

This amendment adds license conditions relating to the completion of facility modifications and implementation of administrative controls (which should.be in effect within 90 days from the date of issuance of this amendment) for fire protection, and modifies the Technical Specifications to delete limiting conditions for operation and surveillance requirements for existing fire protection systems relative to the use of the screen wash pumps that were relied upon in the fire protection program Safety Evaluation supporting Amendment 31.

The amendment also increases the compliment of the fire brigade in Technical Specification 6.2.2.f from three to five members. These Technical Specifications have been discussed with and agreed to by your staff.

You are requested to'propose revised Technical Specifications related',to facility modifications described herein and submit them for our review no later than 90 days before the modifications 7 908170690 U AMOEP.....................

Certain items listed in Section 3.0 of the enclosed Safety Evaluation are marked with an asterisk or otherwise stated to require additional information in the fom of design parameters, test results, or acceptance criteria to assure that the design is acceptable prior to actual implemen tation for these modifications.

We request that you submit this information six months prior to the implementation schedules provided in Table 3.1.

We have determined that no license amendment fee is required to accompany your response to the aforementioned request. This determination is limited to those applications or requests to incorporate our recommended Technical Specifications and those to add surveillance and other requirements for operable systems that have been added at our request. Any other unrelated changes or requests that you might choose to include in the fire protection requests would be subject to amendment fees in accordance with section 170.22 of 10 CFR Part 170.

Copies of the Notice of Issuance.and.the report of our fire protection consultant, letter from Robert E. Hall to R. L.

Ferguson dated January 31, 1979, are enclosed.
