Docket No. 50-206 Fire Protection Program Review San Onofre Nuclear Generating Station Unit 1 By letter dated February 10, 1981 we requested an extension to November 17, 1981 for the completion date of Item 3.1.14 "Water Damage Protection", of the Fire Protection Safety Evaluation Report (FPSER) dated July 19, 1979. The extension date chosen was consistent with 10CFR50.48(c)(2) since it was determined that the water spray shields required to protect electrical equipment in the 4160 and 480 volt switchgear rooms could safely be installed without a plant shutdown.

The extension request was granted as indicated in the NRC letter dated February 13, 1981.

It has subsequently been determined that in order to safely install the water spray shields, the work must be performed during a plant outage.

This determination is a result of recent experience with the application of foam sealant which is required as part of this modification, and which revealed that such application may impact the operation of safety related equipment in the switchgear rooms. These modifications should therefore be placed in the category of modifications which require a plant outage and a different completion schedule is therefore applicable in accordance with 10CFR50.48.

Accordingly, we request your concurrence that the completion date which we requested in our letter of February 10, 1981 and which you accepted in your letter of February 13, 1981, for Item 3.1.14 of the FPSER, "Water Damage Protection", be modified to a schedule consistent with 10CFR50.48(c)(3) since a plant shutdown will be required to complete the installation. The modifications would therefore be required to be completed prior to startup after the earliest of the following events commencing after August 16, 1981:

(i) the first refueling outage; (ii) another planned outage that lasts for at least 60 days; or (iii) an unplanned outage that lasts for at least 120 days.

-2 Our letter of February 10, 1981 also indicated that Item 3.1.7(b) of the FPSER, "Gas Suppression System" requiring the installation of a Halon system in the 480 volt switchgear room would be completed by February 4, 1982 as required by 10CFR50.48(d)(2). The referenced regulation was applicable since it was determined that these modifications would not require a plant outage for installation. It has now been determined that in order to safely complete the installation and testing of the Halon system for the 480 volt switchgear room a plant outage is necessary.

The actions necessary to fully install and test the new equipment may impact the operation of safety related equipment in the room. These modifications should therefore be placed in the category of modifications which require a plant outage and a different completion schedule is therefore applicable in accordance with 10CFR50.48.

This letter is also intended to inform you that the completion date for Item 3.1.7(b) of the FPSER, "Gas Suppression Systems," for the 480 volt switchgear room will be modified to a schedule consistent with 10CFR50.48(d)(3) since a plant shutdown will be required to complete the installation.

The modifications would therefore be required to be completed prior to startup after the earliest of the following events commencing after November 4, 1981:

(i) the first refueling outage; (ii) another planned outage that lasts for at least 60 days; or (iii) an unplanned outage that lasts for at least 120 days.
