Dear Mr. Dietch:

We have completed our review of your letter dated February 10, 1981, which requests extension of the completion dates of eight modifications for your fire protection system until November 17, 1981. Your letter explains that these eight modifications had been approved in our Fire Protection Safety Evaluation Report (FPSER) dated July 19, 1979. In the FPSER we had accepted implementation dates to be in conjunction with related modifications resulting from the Systematic Evaluation Program (SEP) which would be after April 30, 1982.

The new regulation 10 CFR 50.48 paragraph d(2), requires that the modifications be imple mented 12 months after approval, i.e., by July 19, 1980. You have asked that the implementation dates for these eight modifications be in conformance with 10 CFR 50.48 paragraph (c)(2), ibe., November 17, 1981.

Prior to the publication of the new 10 CFR 50.48 we understand that you were proceeding with your fire protection program in accordance with our guidance and previously approved schedules. A large number of the fire protection modifications have been-implemented and measures have been taken to assure safe shutdown by the installation of an additional source of offsite power.,-modifications to the station air system, provision for isolation capability of affected control systems and development of station procedures.

Based on our review, we conclude that you have shown good cause why the implementation schedule for the eight items described in Enclosure 1 should be November 17, 1981, and that the public health and safety is not adversely affected by such extension.

Accordingly, pursuant to 10 CFR 50.48(d) the date for the implementation of the eight items described in Enclosure 1 is hereby extended to November 17,'1981.
