Pursuant to 10 CFR 50.90, the Northern States Power Company, a Minnesota corporation (NSPM), requested in Reference 1 an amendment to the Monticello Nuclear Generating Plant (MNGP) Renewed Operating License (OL) and Technical Specifications (TS) to increase the maximum authorized power level from 1775 megawatts thermal (MWt) to 2004 MWt.

The U. S. Nuclear Regulatory Commission (NRC) Steam Generator Tube Integrity and Chemical Engineering Branch provided a draft RAI documented in Reference 2. provides the NSPM response to this MI.

In accordance with 10 CFR 50.91, a copy is being provided to the designated Minnesota Official.

NSPM Response To SG Tube Integrity and Chemical Engineerin9 Branch RAI dated Februaw I I, 2009 Our SG Tube Integrity and Chemical Engineering Branch had reviewed your 11/5/08 application for extended power uprate amendment, which references (in Enclosure

16) your submittals for the earlier application for EPU. Your May 28,2008 (Accession No. ML081490639) letter, Enclosure 3, did not display units of measure in Table 3-2, "Predicted Increase in Wear Rate due to EPU." Please clarify the units of measure for this table (i.e., is the unit of measure percent change from the current values).

NSPM Response The original title of Table 3-2 was "Average Percentage of Increase". This was covered over in the conversion from Word to Adobe. A copy of the Word Table is provided below. All values in this table are in terms of the percent increase over CLTP values.

This covers most of the condensate piping; from the 11 drain coolers to the 13 heaters.

This affects the piping between the 14 and 15 heaters.

The two areas affected are between the 12 heaters and the 12 drain coolers and between the 14 and 13 heaters.
