SUMMARY

OF JUNE 17, 2004, MEETING WITH PG&E TO DISCUSS PROPOSED SPENT FUEL CASK HANDLING ENHANCEMENTS IN THE FUEL HANDLING BUILDING On June 17, 2004, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for PG&E to make a presentation on their proposed spent fuel cask handling enhancements in the fuel handling building (FHB) at Diablo Canyon Nuclear Power Plant, Units 1 and 2. A list of attendees is provided in the attachment. The presentation slides used by PG&E during the meeting are available in ADAMS under Accession No. ML041730564.

The meeting began with PG&Es discussion of the project objectives and the proposed enhancements in handling the spent fuel cask in the FHB. PG&E further described proposed upgrade of the FHB crane to:

 make it single failure proof,

 shorten the proposed cask loading frame in the spent fuel pool,

 relocate cask washdown area safe load path,

 transporting the loaded multi-purpose cask in the vertical position rather than the earlier planned horizontal position, and

 handling of the storage cask at the cask transfer facility (CTF) by the cask transporter in lieu of the CTF platform screw jack system.

Further, PG&E discussed that they are evaluating making these enhancements under 10 CFR 50.59 and 10 CFR 72.48. The NRC staff listened to the PG&E presentation, reminded PG&E of their responsibility in making the correct determination regarding making changes under 10 CFR 50.59 and 10 CFR 72.48, but neither made any decisions nor approved anything in the meeting. Following the meeting, the staff expressed its appreciation to PG&E for their presentation. Members of the public were not in attendance. Public meeting feedback forms were not received.
