April 13, 2004 LICENSEE: Omaha Public Power District (OPPD)

FACILITY: Fort Calhoun Station, Unit 1

SUBJECT:

SUMMARY

OF MEETING TO DISCUSS FUTURE PROJECTS On March 25, 2004, the NRC staff conducted a meeting with OPPD to discuss future scheduled projects at the Fort Calhoun Station, Unit 1 (FCS). A list of attendees is attached. The presentation slides are available in ADAMS under Accession Nos. ML041000440.

OPPD presented an overview of future projects. OPPD is planning to spend approximately 400 million dollars over the next 4 years in plant improvements. With the extension of the operating license until 2033, OPPD felt it was prudent to upgrade many of the plant components in anticipation of another 30 years of operation. Some of the major projects are:

 Replacement of main condensers

 Replacement of steam generators

 Replacement of reactor vessel head

 Replacement of pressurizer

 Replacement of station transformer

 Construction of dry cask storage facility OPPD has stated that most of this work will be done under 10 CFR 50.59. Some minor technical specifications changes and relief requests will be needed, but in general these projects will not require prior staff review and approval. The staff agreed, but noted that OPPD needs to keep the staff informed of the progress of this work and promptly inform the staff on any licensing issues that may evolve that would require the staffs review and approval.

OPPD noted that all these projects have been designed with margin that would allow a future power uprate of up to 17 percent. However, because of construction of a new 600 MWe oil-fire plant, OPPD has decided to delay the implementation for this upgrade. Depending on future needs, OPPD will determine when it will seek to uprate the plant.
