Calvert Cliffs Nuclear Power Plant Unit No. 1; Docket No. 50-3 17 License Amendment Request: Increase to the Unit 1 Spent Fuel Pool Maximum Enrichment Limit with Soluble Boron Credit Pursuant to 10 CFR 50.90, Calvert Cliffs Nuclear Power Plant, Inc. (CCNPP) hereby requests an amendment to Renewed Operating License No. DPR-53 to incorporate the changes described below into the Technical Specifications for CCNPP Unit 1. Specifically, the proposed changes will increase the maximum enrichment limit of the fuel assemblies that can be stored in the Unit 1 spent fuel pool (SFP) by taking credit for soluble boron in maintaining acceptable margins of subcriticality. The proposed changes will modify Technical Specification 4.3.1 "Criticality" and add Technical Specification 3.7.16 "Spent Fuel Pool Boron Concentration." This added Technical Specification follows the guidance of NUREG-1432, Revision 2. Attachment (1) contains further details and justification of the proposed changes and the marked-up Technical Specification pages are shown in Attachment (3). The Unit 1 SFP Criticality Analysis and the SFP Dilution Analysis used to support the proposed changes are included in Attachments (4) and (5) The Technical Specification Bases will be modified to address the proposed changes.

These proposed changes are for the Unit 1 SFP and not Unit 2 because the Unit's storage racks are of different design. The Unit 1 SFP storage racks do not contain boraflex. Since Unit 2 storage racks do contain boraflex, different controls are needed for the Unit 2 SFP. A separate license amendment request for Unit 2 SFP will be submitted at a later date.

ASSESSMENT AND REVIEW We have evaluated the significant hazards considerations associated with these proposed changes, as required by 10 CFR 50.92, and have determined that there are none (see Attachment 2 for a complete discussion). We have also determined that operation with the proposed amendment would not result in any significant change in the types, or significant increases in the amounts, of any effluents that may be released offsite, nor would it result in any significant increase in individual or cumulative occupational radiation exposure. Therefore, the proposed amendment is eligible for categorical exclusion as set forth Gil I

Document Control Desk May 1,2003 Page 2 in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment is needed in connection with the approval of the proposed amendment.

SAFETY COMMITTEE REVIEW The Plant Operations and Safety Review Committee and Offsite Safety Review Committee have reviewed the proposed changes and concur that operation with the proposed changes will not result in an undue risk to the health and safety of the public.

SCHEDULE We are requesting the proposed changes be approved and issued by March 1, 2004. The requested approval date is needed to support purchase of the fuel that will be placed in the Unit I SFP for the 2005 Refueling Outage.
