1. NYPA letter, W. Fernandez to NRC, dated March 20, 1989, (JAFP-89-0214), responds to Inspection Report 50-333/88-29.

Dear Sir:

This application for an amendment to the James A.

FitzPatrick Technical Specifications revises Technical Specification 4.11.E.3, " Intake Deicing Heaters," on page 242. The proposed change increases the frequency of the resistance to ground surveillance requirement from once per operating cycle to once per year to be consistent with the frequency specified in Basis 3.11. This change is consistent with present plant practices.

Additional changes to Specifications 3.11.E and 4.11.E on page 242 have also been included as part of this amendment. These changes improve the readability of the Technical Specifications and are considered to be purely administrative in nature.

This amendment is one of the Technical Specification corrections committed to by the Authority in Reference 1.

Enclosed for filing is the signed original of a document entitled " Application for Amendment to operating i License," with Attachments I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
