This proposed amendment to the James A. FitzPatrick l Technical Specifications revises Technical Specification 4.11.E.3, " Intake Deicing Heaters," on page 242. The proposed change increases the frequency of the resistance l to ground surveillance requirement from once per operating cycle to once per year to be consistent with the frequency in Basis 3.11. This change is consistent with present plant practices.
Additional changes to Specifications 3.11.E and 4.11.E on page 242 have also been included as part of this amendment.
These changes improve the readability of the Technical Specifications and are considered 'co be purely administrative in nature.
The proposed changes to the Technical Specifications are Attachment'I to this Application for Amendment to the Operating License. The Safety Evaluation for the proposed changes is included as Attachment II.
