Dear Sir:

This application for an amendment to the FitzPatrick Operating License proposes changes to the Radiological Effluent Technical Specifications (RETS), Appendix B, and Technical Specifications, Appendix A.

In Reference 2, RETS was issued as Amendment 93 to the FitzPatrick Operating License. Since the issuance of RETS, plant personnel have noted several minor problems or errors that require clarification or correction. The proposed changes will clarify and correct these problems throughout RETS. This will assist the user by providing accurate information and reducing the necessity for interpretation of RETS.

Enclosed for filing is the signed original of a document entitled "Application for Amendment to operating License,"

t together with Attachments I, II, and III, comprising a statement of the proposed changes to RETS ( Appendix B) , proposed change to Appendix A, and the associated Safety Evaluation.

l In accordance with 10 CFR Part 170.12, a check for $150.00 is enclosed as payment of the application fee for the review of these proposed changes to the Technical Specifications Appendices A and B.
