APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Code of Federal Regulations of the Nuclear Regulatory Commission (NRC), the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Radiological Effluent Technical Specifications (RETS), Appendix B, and Technical Specifications, Appendix A, of this License.
This application proposes to revise certain portions of the James A.
FitzPatrick RETS (Appendix B) and Technical Specifications (Appendix A).
The proposed changes to RETS clarify or correct minor problems, and in no way change the intent of RETS.
The proposed change to Appendix A is administrative in nature and clarifies the reporting requirements for major modifications to radioactive waste systems.
This proposed amendment will assist the user by providing accurate information and reducing the necessity for interpretation of RETS.
The proposed changes to the FitzPatrick RETS, Appendix B, are presented in Attachment I to this application.
The proposed change to Technical Specifications, Appendix A, is contained in Attachment II. The Safety Evaluation for the proposed changes is included in Attachment III.
