Inspection Report 50-333/86-06 Gentlemen:

During a special announced appraisal of the radiological protection program at the James A. FitzPatrick Nuclear Power Plant, Ms. J. Cioffi of your staff requested additional infor-mation relative to inspection follow-up items 50-333/86-06-02,

-03 and -05. This letter transmits those items as discussed with.Mr. George J. Vargo of my staff on June 23, 1987.

Extremity Dosimeter Calibration 86-06-02_

In the Authority's response to this item (JAFP-87-0469 dated June 9, 1987) it was stated that the cause of the anomalous response of extremity dosimeters was due to fading. While this was true for some of the low energy beta irradiations of the UD-812 dosimeter, the response did not address the high energy photon response referenced in the inspection report.

At the time of the inspection, the dosimetry system was operat-ed in its original configuration for the UD-801 dosimeter using.

the original dosimeter algorithm developed in conjunction with the University of Michigan. This original algorithm was based on the "as received" configuration of the TLD reader with .no parameter changes. Use of the TLD reader in this manner required that the original algorithm be adjusted to provide accurate readings without changing reader parameters.

As a result of test irradiations, a correction of 1.58 was derived for high energy photons response of the extremity dosimeter. It was this correction factor that was considered anomalous in the 86-06 Inspection. During subsequent testing and development of the new UD-812 dosimeter system, TLD reader l parameters were adj usted to provide a correction factor of approximately 1.00 for high energy photons.
