Dear Sir:

Enclosures (1) through (3) are provided in response to your phone survey conducted on April 24, 1986. The survey addressed the Authority's actions regarding NRC IE Information Notice 86-03 for the James A. Fitzpatrick Plant. This Notice had discussed potential deficiencies in environmental qualification of Limitorque motor valve operator wiring.

Enclosure 1 describes the procedure used in conducting an inspec-tion of the Limitorque actuators located inside containment.

Enclosure 2 provides a summary of the results of the inspection.

Of the seventeen valve actuators which were inspected, wires were replaced in twelve. As discussed in Enclosure 2, the replaced wires were not necessarily deficient, but were replaced to eliminate all possibility of doubt as to their qualification.
