Attachment 1 Response to Open Item 458/8613-01

.

This previously identified violation (458/8613-01) was based on the large numbers of licensee personnel granted access to Vital Areas (in particular, the Control Room) without consideration of the need for access. The following corrective actions have been take Following the assignment of Violation 50-458/8613-01, River Bend Station l revised its procedure, PSP-4-083, relating to the assignment and retention of unescorted acces Included in the revision were provisions to adjust access levels once cach 31 days from that assigned to that use The revision resulted in a reduction in Vital Island access of about 20 percen To ensure the immediate availability of needed personnel in critical situations, plant management included in the revision a list of personnel exempted from access level adjustment. The exemption list, as reviewed during inspection 50-458/87-12, appeared to have exempted too l

many from adjustment and prevented a larger reduction in the number of areas to which personnel have access. As a result of discussions held during the Inspection 50-458/87-12, procedure PSP-4-083 has again been revise The revision removed the provision for temporary access statu Each change in status now represents a permanent chang This l makes for a much simpler process and less chance for error. The l revision also reduces the number of exempt employees. As of this date, l and as a result of the revision, an additional nine percent reduction in

exempted personnel has been achieved.

l The revised procedure was implemented on June 8, 198 It is as yet too soon to measure the full effect of the permanent access status change but we expect a reduction of Control Room access and access to other vital islands in about the same percentage as achieved for reduction in exempted personnel. This would represent about 76 fewer people who have access to the Control Roo .

Attachment 2 Response to Open Item 458/8712-01 This Open ' Item .458/8712-01 expresses concern that GSU's annual health 1 screening is announced and conducted over a three week time frame, and j allows an employee time to avoid detection of drug abuse. The following response'is provide The drug screening performed during the three week period is part of the ,

employee's required annual health screening. Additional drug screening 1 is performed prior to employment, upon transfer of employees into the j plant, and at any time GSU Management has reason to believe that drug ]

screening is'needed for an individual or group of individual [

GSU endorses and follows the INPO guidelines a published in April 1987 ,

which do not suggest random, unannounced drug screening. They_ recommend !

initial screening before access is granted (Criteria C) and screening of .!

"any personnel within the protected area who are suspected to have used I j

drugs or alcohol", (Criteria F) . l j-t The annual drug' screening performed in conjunction with the health screening process exceeds the recommendations of INPO, and has proven to 1-be effective in detecting employee drug abuse, the discovery of which {

results in counseling and rehabilitation, or termination as provided for j in GSU's company employee work rules, j i
