2); safety-related piping - observation of welding and non-welding work and work activities (Unit 2); and followup of an inspector identified item (Units 1 and 2).
Results Of the three areas inspected, no violations or deviations were identifiec in two areas; one violation was found in one area (Inadequate procedure for visual inspection of NF supports / restraints paragraph 3).

Exit Interview The inspection sccpe and findings were summarized on February 27, 1981 with those persons indicated in Paragraph 1 above. The violation and unresolved item described in paragraphs 3 and 7 respectively were discussed in detail.
3.
Licensee Action on Previous Inspection Findings (Closed) Unresolved Item 50-413, 414/81-01-03, Specification of Weld Reinforcement Requirements for NF Supports / Restraints. On January 15, 1981 during a previous inspection it appeared that butt weld reinforcement requirements of ASME,Section III, Subsection NF, paragraph NF-4426 were not specified in the applicable Duke visual inspection procedure (L80, Rev. 7).
Further inspection in this area has determined that this resulted in the table for pipe welds being utilized for NF (supports / restraints) applic-ations. These requirements are less restrictive than the requirements for NF supports / restraints. This is in violation of Criterion V of Appendix B to 10 CFR 50 which requires that procedures include appropriate quantitative acceptance criteria for determining that important activities have been satisfactorily accomplished. Therefore, this unresolved item is closed and is upgraded to Violation Number 50-413, 414/81-03-01, Inadequate procedure for Visual Inspection of NF Supports / Restraints.

Unresolved Items

Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve noncompliance or deviations. A new unresolved item identified during this inspection is discussed in paragraph 7.
5.
Independent Inspection Effort (Units 1 and 2)
a.
The inspector conducted a general inspection of the auxiliary building, containment buildings and warehouse storage areas to observe equipment protection / storage and housekeeping.
b.
The inspector attended the Catawb3 Project Review Meeting in order to be apprised of organization changes, the cerporate goals program, the construction incentive program, and general construction progress.
No violations or deviations were identified.
6.
Safety-Related Piping (Welding) - Observation of Work and Work Activities (Unit 2)
The applicable code for installation of safety-related piping is the ASME Boiler and Pressure Vessel Code,Section III,1974 Edition plus addenda th-ough summer 1975. The inspector observed in process welds and reviewed records for conformance to code and procedure requirements in the areas of documentation of pertinent information and QC signoffs via a weld traveler, availability of pertinent instructions, use of appropriate qualified welding procedure, provisions for weld repair provided, certification of filler material, control of welding parameters, verification of welder qualifi-cation, use of specified shielding and purge has, condition of welding equipment, provisions for voltage and amperage checks, control of preheat and interpass temperature and condition of weld and base metal surfaces.

7.
Safety-Related Piping - Observation of Work and Work Activities (Unit 2)
a.
The applicable code is identified in paragraph 6.
The inspector observed handling of piping for installation of the welds listed in paragraph 6.
This activity was observed for conformancc to procedure and code requirements in the areas of control of tools for grinding, brushing, and filing; use of appropriate handling and rigging equip-ment; and control of cold spring where applicable, b.
During observation of weld joint fitup of stainless steel butt joint 2KF112-5 on February 19, 1981 the inspector noted tF** an internal Jack was being used to spring the pipe to meet the fitup
'erances during tack welding.
Due to the inherent problems with stress corrosion cracking associated with stainless steel piping the inspector considers that this method for obtaining fitup needs i sngineering evaluation.
In addition further review is n2cessary to de. ermine if code violations have occurred. This is Unresolved Item 50-413, 414/81-03-02, Control of Internal Jacking During Weld Joint Fitup.
No violations or deviations were identified.
