DUKE POWER COMPANY CATAWBA NUCLEAR STATION Infraction:

As a result of the inspection conducted on February 2-25, 1981, and in accordance with the Interic Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.

10CFR 50, Appenddx B, Criterion V as implemented by Topical Report Duke-1-A, Section 17, paragraph 17.1.5 requires that procedures include appropriate quantitative acceptance criteria for determining that important activities have been satisfactorily ace'omplished. ,

Contrary to the above, quantitative acceptance criteria were not specified on January 15, 1981 in that butt weld reinforcement re-quirements for safety related supports and restraints were not specified in the applicable licensee visual inspection procedure (L80, Rev. 7). This resulted in the use of les4 restrictive require-ments than those of the code of record for supports and restraints (ASME,Section III, Paragraph NF-4426).

Response

(1) The visual inspection of butt weld reinforcement on NF Support /

Restraints was performed using incorrect acceptance criteria. ,

(2) The correct acceptance criteria wds included in Table 1 of Quality "

Assurance Procedure L-80, Rev. 7, (" Visual Workmanship Standards for Welds") but because the procedure body did not adequately reference the correct table incorrect requirements were used by the inspector.

(3) Duke Power Company Nonconforming' Item Report.No. 10945.was initiated on February 3, 1981 and the Quality Control inspectors were immediately notified of the discrepancy. The correct acceptance criteria was implemented. Quality Assurance procedure L-80, Rev. 9, has incorporated corrections to reference the correct acceptance criteria and received at Catawba March 19, 1981.

(4) The NF Support / Restraint records will be reviewed and all questionable -

butt welds will be identified. An inspection program will be developed '

and bnplemenced for the welds.

(5) Full compliance will be achieved by July 1, 1981.
