O APPENDIX A NOTICE OF VIOLATION Duke Power Company Docket Nos. 50-413 & 50-414 Catawba 1, 2 License Nos. CPPR-116 and CPPR-117 As a result of the inspection conducted on February 2-25, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.
10 CFR 50, Appendix B, Criterion V as implemented by Topical Report Duke-1-A, Section 17, paragraph 17.1.5 requires that procedures include appropriate quantitative acceptance criteria for determining that important activities have been satisfactorily accomplished.
Contrary to the above, quantitative acceptance criteria were not specified on January 15, 1981 in that butt weld reinforcement requirements for safety related supports and restraints were not specified in the applicable licensee visual inspection procedure (L80, Rev. 7).
This resulted in the use of less restrictive requirements than those of the code of record for supports and restraints (ASME, section III, Paragraph NF-4426).
This is a Severity Level V Violation (Supplement II.).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within twenty-five days of the date of this Notice, a written state-ment or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
