SUBJECT:

BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 - CYBER SECURITY INSPECTION REPORT 05000334/2018403 and 05000412/2018403

Dear Mr. Bologna:

On March 16, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Beaver Valley Power Station, Units 1 and 2. On March 16, 2018, the NRC inspectors discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.

NRC inspectors documented three findings of very low safety significance (Green) in this report.

All three of these findings involved violations of NRC requirements. The NRC is treating these violations as non-cited violations (NCVs) consistent with Section 2.3.2.a of the Enforcement Policy.

Three cross-cutting aspects were assigned to findings in the areas of Human Performance.

Specifically, (1) Conservative Bias, because First Energy Nuclear Operating Companys (FENOC) decision-making practice did not emphasize prudent choices over those that are simply allowed [H.14]; (2) Change Management, because FENOC did not use a systematic process for evaluating and implementing change so that nuclear safety remains the overriding priority [H.3]; (3) Work Management, because FENOC did not implement a process of planning, controlling, and executing work activities such that nuclear safety is the overriding priority [H.5].

Enclosure transmitted herewith contains Sensitive, Unclassified, Non-Safeguards Information. When separated from the Enclosure, the transmittal document is decontrolled. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region I, and the NRC Resident Inspector at Beaver Valley Power Station.

This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and the NRCs Public Document Room in accordance with Title 10 of the Code of Federal Regulations (10 CFR), Part 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390, in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1).
