Mr. Richard Bologna

P. O. Box 4

Shippingport, PA 15077-0004

SUBJECT: BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 - CYBER SECURITY

INSPECTION REPORT 05000334/2018403 and 05000412/2018403

Dear Mr. Bologna:

On March 16, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection

at Beaver Valley Power Station, Units 1 and 2. On March 16, 2018, the NRC inspectors

discussed the results of this inspection with you and other members of your staff. The results of

this inspection are documented in the enclosed report.

NRC inspectors documented three findings of very low safety significance (Green) in this report.

All three of these findings involved violations of NRC requirements. The NRC is treating these

violations as non-cited violations (NCVs) consistent with Section 2.3.2.a of the Enforcement

Policy.

Three cross-cutting aspects were assigned to findings in the areas of Human Performance.

Specifically, (1) Conservative Bias, because First Energy Nuclear Operating Companys

(FENOC) decision-making practice did not emphasize prudent choices over those that are

simply allowed [H.14]; (2) Change Management, because FENOC did not use a systematic

process for evaluating and implementing change so that nuclear safety remains the overriding

priority [H.3]; (3) Work Management, because FENOC did not implement a process of planning,

controlling, and executing work activities such that nuclear safety is the overriding priority [H.5].

Enclosure transmitted herewith contains Sensitive,

Unclassified, Non-Safeguards Information. When

separated from the Enclosure, the transmittal document is

decontrolled.
