This refers to an investigation conducted by Mr. D. D. Driskill of the NRC Office of Investigations (0I) Region IV Field Office, during the period of December 3, 1984, to August 7, 1986, of activities authorized by NRC Construction Permit CPPR-103 and Operating License NPF-3 This investigation was conducted to determine if one of your managers misrepresented facts in an October 26, 1984, letter to the NRC Director of Nuclear Reactor Regulation (NRR) concerning cracking of the Waterford 3 Steam Electric Station basemat. APPENDIX B SYNOPSIS This investigation was initiated subsequent to receipt by the Nuclear Regulatory Commission (NRC), Office of Investigations (0I) of an allegation that the Louisiana Power and Light Company's (LP&L) Nuclear Support and Licensing Manager misrepresented facts in an October 26, 1984, letter to the NRC Director of Nuclear Reactor Regulation (NRR) concerning cracking of the Waterford 3 Steam Electric Station (Waterford 3) basema interviews of the alleger disclosed that he had advised the LP&L licensing manager of information which contradicted statements made by the licensing manager in his October 26, 1984, letter to the NRC. An interview of an NRR official disclosed that the October 26, 1984, LP&L letter to NRR was sent in response to an October 19, 1984, NRR letter to LP&L requesting historical information relative to the discovery of Waterford 3 basemat cracks. Investi-gation disclosed the October 19, 1984, NRR inquiry was prompted by an Atomic Safety and Licensing Appeal Board's (ASLAB) request to the NRC staff for additional information concerning the discovery of basemat crack Investigation disclosed that the LP&L licensing manager provided NRR with an accurate and factual response in his October 26, 1984, letter to a specific question posed in the October 19, 1984, NRR letter of inquiry. This determin-ation is supported by the finding that the LP&L letter also accurately answered the question posed by the ASLAB inquiry to the NRC staf Investigation also disclosed further historical information relative to Waterford 3 basemat cracking which had not been previously provided to the NRC.
