This refers to the inspection conducted by Messrs. J. G. Luehman, H. F. Bundy, B. A. Breslau, and T. R. Staker of this of fice during the period May 1-31, 1966, of activities authorized by NRC Operating License NPF-38 for Waterford Steam Electric Station, Unit 3, and to the discussion of our findings with Mr. R. P. Barkhurst and other members of your staff at the conclusion of the inspectio Areas examined during the inspection included plant status; Licensee Event Report followup; monthly surveillance; routine inspection; license conditions; licensee's response to selected safety issues; licensee followup on previously identified items; report of facility changes, tests, and experiments; monthly maintenance; surveillance testing and calibration control program; and ESF system walkdown. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspectors.
