Signed SUMMARY Inspection on November 10-14, 1980 Areas Inspected This routine, unannounced inspection involved 32 inspector-hours on site in the areas of emergency conditions and classification system, organizational control of emergencies, emergency measures, emergency facilities and equipment, maintaining emergency preparedness, recovery, and emergency support facilities as defined in section III, A.1.1 and III.A.I.2 of NUREG 0694.

Emergency Conditions and Classification The inspector reviewed the McGuire Nuclear Station (MNS) Emergency Plan, Emergency Plan Implementing Procedures (EPIP) and discussed classification of energencies and emergency action levels with station personnel to ensure that a spectrum of postulated emergency conditions have been characterized and that the classification system is

unambiguous and includes imediate actions to be taken to cope with the situation.
Specific implementing procedures have been prepared for each class and are designated EP/0/A/5000/31 Notification of Unusual Event; EP/0/A/5000/32 Alert; EP/0/A/5000/33 Site Emergency; and EP/0/A/5000/34 General Emergency. The inspector had no further questions in the above area.

Organizational Control of Emergencies The MNS Emergency Plan, EPIP, and the Duke Power Company Crisis Management Plan (CMP) were reviewed and the emergency organization was discussed with licensee representatives to ensure that an on site emergency organization is provided for both day and night shifts, authority and responsibilities of key individuals have been delineated, and that augmentation of the emergency organization and extension off site has been provided. The Station Emergency Organization includes provisions for direction and coordination, plant staff emergency assignments, licensee headquarters support and augmentation, local services support, and coordination with participating government agencies. The inspector had no further questions in this area.
7.
Emergency Measures The MNS Emergency Plan, EPIP and CMP were reviewed, discussions with Station personnel were conducted and the facility was inspected to insure that specific emergency measures are identified for each emergency class related to action levels and criteria that specify when the measures are to be implemented.
Emergency measures include activation of the emergency organization, assessment actions, corrective actions, protection actions and aid to affected persons, a.
An open item (78-24-13), identified during a previous inspection, concerns inadequate decisional aids for assessment of offsite consequences of a radioactive material release. A licensee representative stated that a computer program is now under development to provide additional capability in this area.
Procedure EP/0/A/5100/29 is being revised to provide more flexibility in manual assessment actions. The inspector was l
provided a draft copy of the procedure. revision, now numbered AP/0/A/5500/26, and a computer printout of the numerical F

assessment program which is now being debugged prior to implementation. The inspector stated that this item will remain i

8.
Emergency Facilities and Equipment The Emergency Plan Implementing Procedures were reviewed, the facility was inspected and discussions were conducted with licensee personnel to insure that communications systems, emergency control centers, assessment facilities, protective facilities and equipment, and first aid and medical facilities are provided and that equipment and supplies are inventoried, calibrated and maintained as necessary to implement the emergency plan.

An item identified during a previous inspection (80-26-04)
concerned the inadequacy of procedure PT/0/A/4600/11 dealing with inventory of emergency kits and emergency vehicle equipment. The procedure did not provide a mechanism to insure corrective actions and did not contain a method of documenting inventories.
Procedure PT/0/A/4600/11 has been revised to correct the inadequacies and this item is closed, b.
An item identified during a previous inspection (80-26-06)
concerning the seismic monitoring system was discussed. A modification to the control room read out system has been requested so that an annunciator alarm will be activated anytime the seismic event indicator trips.
In addition, I&E technicians are being trained in the rapid estimation of earthquake magnitudes using the control room indicator and recording device. These actions will provide the control room operators positive indication that a seismic event has occurred and a rapid assessment of magnitude so that proper actions can be initiated in i
accordance with procedure EP/0/A/5000/36. This item shall remain open until the modifications noted above are complete.

A previous inspection item (78-24-11) concerned the installation, l
testing and calibration of the process and effluent monitoring system. The testing and calitration of all the monitors in the system is not complete. Of particular concern from the standpoint of the Emergency Plan is the c3ntainment atmosphere radiation monitor (EMF-38). There have Men some problems' with this monitor
and the completion of testing ind calibration await replacement parts on order. This item shall remain open until the completion of monitor installation and testing.

The medical / decontamination facility in the auxiliary building has l
not been stocked with first aid and decontamination supplies and equipment. This was identified as open item (78-24-10) during a previous inspection and shall remain open until the facility is complete.

9.
Maintaining Emergency Preparedness The MNS Emergency Plan, EPIP, CMP and Station training rt: cords were reviewed and discussions were conducted with licensee personnel to insure that means are being employed to ensure that the plan and procedures will continue to be effective. The means employed include specialized initial and periodic retraining of key emergency personnel, conduct of periodic drills and exercises, establishment of an Emergency Plan Coordinator on the normal plant staff, and provisions for periodic review and updating of emergency procedures. The inspector had no further questions in the above area.
10. Recovery The MNS Emergency Plan, EPIP, and CMP were reviewed to insure that general plans, including applicable criteria, for restoring the plant to a safe status have been provided. A Recovery Organization is established and general guidelines are provided to insure effective implementation of recovery operations and long term support for the Recovery Organization. The inspector had no further questions in this area.
11. Emergency Support Facilities The MNS Emergency Plan, and CMP were reviewed, discussions with licensee personnel were conducted, and an inspection of support facilities was conducted, to insure that adequate facilities are provided to support the emergency organization in all classes of emergencies. A technical support center, operational support center and a crisis management center (Emergency Operations Facility) have been provided and include designated staffing, comunications equipment and a system of obtaining plant parameters during an emergency. The inspector had no further questions in this area.
