SUMMARY Inspection on September 29, - October 2,1980 Areas Inspected This routine, unannounced inspection involved 24 inspector-hours onsite in the areas of emergency planning drill exercise observation, and environmental pro-tection, including: review of preoperational monitoring program results; review and inspection of selected environmental sampling locations; review of opera-tional program implementation; review of laboratory analysis, equipment, instru-mentation, and procedures used in radiological environmental monitoring; and qualitj assurance.

Results Of the six areas inspected, no items of noncompliance or deviations were iden-tified.

Exit Interview The inspection scope and findings were summarized on October 2,1980 with those persons indicated in Paragraph I above.

Licensee Action on Previous Inspection Findings (Closed) Unresolved Item 50-369/78-23-01.

Radiological Environmental Surveillance Procedure.

The inspector determined that the licensee, on September 22, 1980, approved the environmental sampling procedure No.

4600/26, " Radiological Environmental Monitoring Program".

Emergency Plan Drill Exercise September 30, 1980 The inspector observed the licensee's activities in the Emergency Operations Facility (EOF), located in the Duke Training Center, during a practice

drill exercise September 30.

The exercise was limited to Duke Power and McGuire station personnel.

The NRC resident inspectors observed the activities of station personnel in the control room and Technical Support Center.

Most improvements identified by the licensee were related to communications and telephone system malfunctions / deficiencies.

The licensees formal emergency planning exercise will be conducted in December and NRC personnel will evaluate the adequacy of the licensee response at that time. The purpose of this drill, to orient licensee offsite personnel to the EOF, was satisfactorily completed.

Preoperational Environmental Monitoring Program The inspector reviewed the results of the licensee's monitoring program from January 1978 to present. These results consisted of: air particulate samples; gross gamma radiation (TLD) monitors; water samples; soil samples; sediment samples; and vegetation samples. The results appeared consistent with preorerational data conducted prior to 1978, establishing a baseline upon which operational monitoring data can be compared to ascertain the contribution to offsite radiation levels from plant activities.

Review of Environmental Sampling Locations a.

The inspector examined two water sampling locations, one water sampling system (equipment), and two air particulate sampling stations.

Sampling appeared consistent with previously inspected systems (IE Report 50-369/78-23) with the following exceptions:

(1) The new environmental particulate air samplers have the intake filter located inside the housing structure. The housing structure has side louvers, however, they are insufficient to assure proper ventilation and full particulate-size range sampling.

(2) Two of the air samplers are located approximately I kilometer from the facility, yet are spaced only 100 meters apart. This essentially is sampling the same sector twice.

b.

Licensee management, at the exit interview agrced to provide a better sampling configuration on the air samplers by extending the filter to the outside,of the housing. This item was projected to be completed by November 1,1980.

This item will be examined prior to facility operations (50-369/80-28-01).

c.

Licensee management, at the exit inte rview, acknowledged that the proximity of the two samplers was not providing much additional information than if only one sampler was present.

The inspector informed the licensee that additional review of this item should be made, to ascertain if a more productive location for one of the samplers could be found. This item will be examined during a sub-sequent inspection (50-369/80-28-02).

The inspector reviewed licensee TLD locations from the current sam-pling program. The inspector noted that the TLD Station 101.1, cited in IE Report 50-369/78-23, had been moved, as requested, to East Lincoln liigh School and redesignated TLD site #74.

This item (36! '78-23-02) is considered closed.

The inspector observed two sampling locations for water sampling and examined the mechanisms in one sampler housing. The inspector deter-mined the equipment to be satisfactory to provide representative samples. This item, previously cited in IE Report 50-369/78-23, is considered closed (369/78-23-03).

8.

Review of Operational Program Implementation The inspector discussed with licensee personnel the implementation schedule for the operational environmental radiological sampling program, defined in the proposed Technical Specifications and station procedure #4600/26.

Licensee personnel stated that the full operational monitoring program was being adopted in October by phasing in/out appropriate changes to the current monitoring program. This schedule will allow the licensee ample time to gain experience and make modifications, if necessary, to the revised program, prior to full power operation.

9.

Laboratory Equipment, Instrumentation and Procedures a.

The inspector visited the licensee's Environmental Laboratory, where all radiological analyses except Tritium are performed. The inspector examined counting equipment, supplies, reagents, and instrumentation.

The inspector reviewed licer.see procedures for the receipt, prepara-tion, and analysis of environmental samples. The inspector had no further questions regarding these items.

b.

The inspector visited the licensees TLD Laboratory in Charlotte, NC.,

and observed receipt, handling, readout, documentation, and QC of environmental TLDs. The inspector reviewed the licensee's procedures for calibration enecks, testing, handling, and operation of the TLD's and TLD reader. The inspector examined selected QC records on the TLD materials. The inspector noted the TLD program appears fully adequate to implement the environmental TLD monitoring program.

10.

Quality Assurance The inspector discussed with licensee personnel the schedule for QA audits of the environmental sampling analysis program to assure compliance with Technical Specifications and commitments / requirements of station procedures and the station Quality Assurance Plan. The inspector noted the contracted analysis (proposed Technical Specifications) for tritium by Teledyne Isotopes should be included in the QA areas to be audited.

Licensee personnel stated Teledyne would be added to the audit schedule.

The licensee concurred that it would be appropriate for the audits to be con-ducted by or developed by persons familiar with the area of radiochemistry.
