(Closed) Deviation Itsn (369/79-34-05): Substandard automatic sprinkler system installation for battery room complex. An additional sprinkler head had been installed in the west battery room complex. This arrangement appears to meet the commitment to the NRC,therefore, this item is closed.

b.

(0 pen) Deviation Iten (369/.80-11-01 and 370/80-07-01):

Substandard sprinkler system installations. The sprinkler system installation discrepancies which were previously identified in IE.

Report Nos. 369/80-22, 370/80-07, 369/80-25 and 370/80-15 are currently under evaluation by NRR. This item will remain open pending completion of NRR's evaluation.

Inadequate fire detector installation for fuel pool area. The l

fire alam system manufacturrer's representative has reviewed the l

installation and stated that the existing system installation is adequate.

However, the system does not cover all portions of the fuel pool area as required by Section 2-6.5 of National Fire

l Protection Association Standard No. 72E (NFPA-72E), " Automatic l

Fire Detectors". The licensee advised that detectors are to be installed in the "new fuel" storage room after initial fuel load.

This item remains open.

(0 pen) Unresolved Item (369/80-25-06):

Fire protection administrative procedures do not fully meet NRC guidelines. The i

status of this item is as follows:

t (1) Station Directive 2.11.1 has been revised to require all fire brigade members to pass an extensive medical examination prior to becoming a member of the brigade. The consulting physician is to insure that each member is physically fit to perfom strenous fire fighting activities.

(2) The cutting and welding procedure has not been revised to include other open flame ignition sources and fire watch requirements.

(3) The final draf t of the fire fighting strategies is complete for all safety-related areas of the plant except the reactor building. This procedure appears adequate for the areas covered and is ready for final review by the plant management. The licensee advised that procedures will also be prepared for the reactor building.

This item remains open.

Inspector Followup Item (369/80-25-07):

Inadequate access doors in HVAC ducts for servicing fire dampers. Access doors or removable registers have been provided or are being provided to allow visual inspection of the dampers.

In a few special cases the licensee's has detemined that duct removal is required for complete damper service which meets the intent of NFPA-90A, Air conditioning and Ventilation Systems. This item is closed.

fire protection commitments made to the NRC. The NRC Fire Protection

Safety Evaluation Report, (FPSER), Supplement No. 2 (Section 9.5.1 and Appendix D) for this facility dated March 1979 and the licensee's Fire Protection Review for McGuire Nuclear Station (FPR) dated September 1977 and Revised January 1979 were used in this evaluation.

These documents described the fire protection comitments, requirements and schedule dates of implementation. This portion of the inspection was limited primarily to Unit 1.

Findings Additional information on the "Open" items in Paragraph 5.a is listed below. The below listed numbers correspond to the items in paragraph 5.a.

(2) & (3) Refer to above Paragraphs 3 (b) and 3.(k).

(93) and (94) A total of 44 self contained breathing apparatus and 50 spare cylinders are provided. Cylinders are to be refilled from a 4 cylinder cascade system. The existing arrangement does not appear to meet the NRC guidelines for a minimum 6 hour6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> emergency breathing supply. The licensee is currently evaluating this item and is considering the purchase of an air compressor for use in refilling the self contained breathing apparatus cylinders. This item is identified as Unresolved Item (369/80-37-01), Evaluation of Emergency Breathing Capability, and will be reviewed during a subsequent NRC inspection.

(95) Fire doors to safety-related areas are to be locked or alarmed on December 29, 1980, or. one month prior to fuel load.

General Comments The following general comments are applicable to the above items in Paragraph 5.a:

(1)

Fire barrier penetrations The inspector noted that practically all of the electrical and mechanical penetrations in Unit I had been sealed. All penetrations have been or are to be inspected by the QC group.

Inspections are conducted and doucmented in accordance with Procedure M-53, Fire Stop Inspection.

(2) Fire doors

Double swinging three hour fire doors are installed in several door opennings throughout the plant. At present,.

these doors are not equipped with an_ astragal. The licensee is evaluating this item to determine if an astragal is actually required. This item is identified as Inspector followup item (369/80-37-02 and 370/80-19-02),- astragal r'equirement for fire doors, and will be reviewed during a subsequent NRC inspections.

The licensee's contractor is responsible for the installation and QA/QC inspection of all fire damper installation. The

Fire Pumps Electric fire pumps B and C have been turned over to production for use in the permanent plant system. Fire pump A remains under the control of the construction group to l

supply service water but is scheduled to be turned over to l

the production group prior to fuel load. At fuel load, a majority of the service water usage for construction such as i

the concrete plant will no longer be taken from the fire

protection system but will be supplied from a separate service water system. All service water supply from the fire protection system is schedulcd to be' discontinued by the spring of 1981.

Pumps A and C were satisfactorily tested by the _ insurance carrier on June 23, 1980.

Production conducted operational and function tests on pumps B and C on January 7,1980 and l

October 22, 1979 respectively utilizing Procedure

System Functional Tests, on various dates from October 31, 1979 through November 28, 1979. The inspector reviewed these records and found them satisfactory.

(6) Fire detection systems The fire detection systems were functionally tested on 20, 1980 various dates from January 1980 to NovemberThe inspector reviewed utilizing Procedure TP/1/A/1600/10.

the test documents and found the available data satisfactory.

However, it was noted the fire zone 53 was connected to the Unit 2 computer printer in lieu of the Unit I computer printer. This discrepancy is being corrected.

(7) Halon systems The halon system for the auxiliary feedwater pumps were tested on December 18, 1979 using Procedure TP/1/A/1400/05C.

which required a functional test and a concentration test of the system. The inspector reviewed this test data and found no discrepancies.

The diesel generatior halon systems were. functionally tested on July 25, 1978 using procedure TP/1/A/1400/058. - A concentration test was conducted'on May 4,1978 using These tests indicate that the procedure TT/1/A/9100/08.

systems are in conformance with the design requirements.
