-2-L 1.68 and review and approval requirements. FSAR Section 14.1.3 lists the preoperational tests and synopses of the objectives, prere-quisites, test methods and acceptance criteria.

The inspector reviewed three completed preoperational test procedures.

The review included verification of proper review and approval of changes, review and approval of completed tests, identification and correction of deficiencies, or the appropriate approvals to accept deficiencies. Test procedures reviewed were:

(1) 069-5-022, " Waste Holdup Tank Pre-op" (2) 079-5-004, " Radiation Monitoring System Detector Pre-op" (3) 079-5-005, " Radiation Monitoring System Actuation Pre-op"

Procedures 079-5-004 and 079-5-005 were approved with an outstanding deficiency because area radiation monitors R-3 and R-9 have not been installed. Startup Work Requests were prepared and approved to provide for the testing of these monitors after installation is completed. The inspector stated that the retests would be reviewed later and that he had no further questions on the remaining portions of the tests (80-47-01).

In RII Rpt. No. 50-364/80-17, paragraph 7.a., open item 80-17 was ident_fied concerning the installation of various area radiation monitors. Based on the installation and testing of the monitors with the identified test deficiency, item 80-17-01 is closed.

Filter and Adsorber Testing a.

In RII Rpt. No. 50-364/80-18, paragraph 6, open item 80-18-03 was identified concerning the test procedure for filter and absorber

testing and the location of sample points. The inspector reviewed

Test Procedure 065-3-003, "HEPA and Charcoal Filter Testing" and Modification 1, which incorporated the contractor's procedure. The inspector reviewed the procedure for compliance with the appropriate sections of Regulatory Guide 1.52, Rev. 2 and ANSI N510-1975. The inspector noted one minor discrepancy; both licensee and contractor representatives acknowledged this discrepancy and stated a change would be initiated to correct it.

The inspector had no further questions on the procedure.

b.

During the inspection, testing of the Containment Pre-access Filteration Units was in progress. The inspector verified that the approved procedure was being used, prerequisites had been signed off and that calibration data for the test equipment was included in the test documents. The inspector discussed the conduct of the test, sampling points, and performance criteria with the test personnel.

t The inspector was present during the initial visual inspection prior to testing; the visual inspection identified discrepancies which were referred to the licensee for correction prior to conduct of the test.
