Preoperational Test Program Implementation The inspector ascertained by discussions with the Project Startup Supervisor, other startup personnel and a review of procedures and startup records that the Preoperational Test Program has been implemented in accordancs with the commitments made in the FSAR. The following areas were examined:

Preoperational Test Records The inspector verified that the Startup Program Manual established administrative controls for maintaining all records, and assigned responsibilities to assure all records are maintained. Also record storage and retention periods have been established. The inspector ascertained that the overall program has been implemented and is ongoing.

Emergency Procedures for Coping with ATWS Events (TI2515/46)

Operating Instruction No. S023-3-5.1, Emergency Plant Shutdown was examined and found to meet all of the acceptance criteria of the above Temporary Instruction. Revision 2 was still in draft form but it has been tested on a simulator and reviewed by NRR.

No items of noncompliacce or deviations were identified.

Emergency Procedure for Going to Cold Shutdown w/o Letdown Operating Instruction No. S023-3-5.21 Malfunction of Reactor Coolant Letdown / Purification system was examined. The procedure appeo,s to be adequate for achieving cold shutdown of the plant without the use of letdown.

No items of noncompliance or deviations were identified.

Emergency Procedures

'

An index of the plant emergency procedures was reviewed for completeness.

The index was compared to the list of Paragraph 6. Appendix A. RG 1.33.

The procedure for " Fire in the Control Room or Forced Evacuation of Control Room" had not been written at the time of the inspection.

The licensee comitted to writing the required procedure (81-10-01).

The inspector informed the licensee of another expected transient i

proc 2 dure which may be applicable, " Waste Gas Systen, failure",

an analyzed accident in the FSAR. A licensee representative stated at the exit interview that a determination would be made if such a procedure is needed and the inspector would be informed during a subsequent inspection (81-10-02).

No items of noncompliance or dcplations were identified.
