This report is a followup to a previous NRC inspection (Report No. 50-206/

81-06) during which radioactive samples were collected for subsequent analyses and comparisons.

Results of those analyses and comparisons are reported herein. No items of noncompliance were identified.

DETAILS 1.

Background During(the independent measurements verification inspection of February 9-12, 1981, Report No. 50-206/81-06), a liquid effluent sample was obtained and split for analysis by both Southern California Edison (SCE) and a NRC contractor (the Radiological and Environmental Sciences Laboratory (RESL) of the Departmegt ofEnergy). The intercomparison measurements included analysis for Tritium (H ),

Gross Beta, SR-89 and SR-90. The SCE analyses were performed by their contractor laboratory (Environmental Analysis Laboratory). The analyses have been completed and the results are discussed below. The attachment to this report provides the criteria for comparing the analytical measurements.

2.

Discussion of Results The table below shows that there is good agreement between SCE and RESL for this phase of the independent measurements verification program.

SCE (SONGS 1) - RESL INTERCOMPARISONS SCE RESL RATIO RATIO RANGE Analysis Ci/ml Ci/ml SCE/RESL FOR AGREEMENT H-3 (7.91 1 0.02) E-3 (7.6 1 0.4) E-3 1.04 (0.75 - 1.33)

SR-90 (7.3 1 0.3) E-7 (9.4 1 0.6) E-7 0.78 (0.75 - 1.33)

Gross B*

(5.0 1 0.2) E-4 (5.4 1 0.2) E-4 0.93 (0.75 - 1.33)

  • Reference date for Gross Beta was March 19, 1981, 10:00 A.M.

This completes the independent measurements verification effort with i

San Onofre Unit 1, and the open item (item no. 81-C6-01) identified in report no. 50-206/81-06 is now closed. On the bcsis of the above l

results and the intercomparison results previously mtained, it can l

be concluded that there is agreement between NRC and San Onofre Unit

"A" criteria are applied to the following analyses:

Gamma Spectrometry where principal ga==a energy used for

'

identification is greater than 250 Kev.

hhhij$

Tritium analyses of liquid samples.

Iodine on adsorbers.

"B" criteria are applied to the following analyses:

Camma spectro =etry where principal gam =a energy used for

.

idenrification is less than 250 Kev.

9 Sr and Sr determinations.

Gross Eeta where samples are counted on the same date using the same reference nuclide.

Procedure a.

The NRC Reference Laboratory value should be divided by its

..,, ;

associated uncertainty (la) to obtain the resolution.

b.

The ratio of the two measurements to be compared should be

-- -

determined by dividing the result to be compared by the AEC

.

M Reference Laboratory result.

'

.

c.

Agreement is considered obtained if the ratio falls within therangegiveninthe" Agreement"columnfortheagociated

,

,,,,,,.

resolution.

For example, consider a comparison of S,r

' "

-5 determinations. A licensee obtains a value of 1.'J +.08 x 10 uCi/ml and the Ny Reference Laboratory reports a result of

-

2.53 +.06 x 10 uCi/ml. The resolution would be 42 (2.53/.06)

'

and the ratio is 0.78 (1.97/2.53). This pair of measurements would be considered to be in " agreement" because for this resolution, the " agreement" range is 0.75 - 1.33.

I d.

If " agreement" is not achieved, the ratio should be evaluated for "possible agreement." In this case, consideration is made for the type of analyses conducted by selecting a range in the appropriate column; i.e., "A" analyses or "BI' analyses.

If the ratio falls outside the appropriate possible agreement" e.

column, the two measurements will be considered to be in

,

"disagreemen t."
